How to verify payments to freelancers

Hi. Off late we have noticed that many fake translators would create email id and profile of native translators and take work and insist on payments only by paypal and not by bank transfer. When we ask them to send some documents to verify their idendity, they dont agree for the same and then threaten to post non payment feedback. What should a translation agency do in this case

1. I don't see how not accepting bank transfers has anything to do with your question.
2. They can only post non-payment feedback if they had done a paid job for your agency. So the trick would be to ask for those documents BEFORE you send them a job.
