You're absolutely right it is the 'consejos consultivos' which create the problems - not the meeting of civil society and government as I initially thought - thanks :)

Isn't "lugar de encuentro" referring to "estos Consejos Consultivos"? If so, don't you thank that your initial "meeting point" or a synonym would be correct?

Thanks Charlotte that's what I thought initially, but I don't see how 'meeting point' could 'create problems' as stated further in the text. I was thinking more along the lines of 'clash' - or something which would have a negative effect.

I do not think that "lugar de encuentro" is negative, therefore using clash would not be accurate. This is simply where civil society and government meet.

Although these councils have become a forum for debating public policies, a place where civil society and government meet, there have been some problems, which have restricted their role.
