unless your client wants a literal translation, don't translate this Arabic journalese term...cabinets, IGOs, NGOs, etc. in English-speaking countries meet to discuss "Iraq", "Darfur", "the North Korean missile issue". "Issue" can be used but isn't always necessary, or if it's in a list, you could say "items on the agenda include..."

in that case, I'd go with "file" or "dossier" as they like very literal translations. Not all clients are interested in target language fluency.

This is one of those clients we both worked for - and they want it faithfully literal because it is for a computer gnerated corpora. "Issue" doesn't fit a sentence like "إستلم نائب وزيرة الخاريجية الأمريكية ملف حرب دارفور من سابقه فلان الفلاني" Do you see my dilemma?
