I know this means "citizens", but I'm trying to come up with a way to convey both genders neatly in English as this is the title of an essay from an NGO document dealing with gender equality issues. Any suggestions?

Michael: a good point, but the original does put "ciudadanos" ahead of "ciudadanas". And perhaps the awkwardness of "women and men" has less to do with an intrinsic gender bias than with the inherent euphony of cadence in "men and women". Possibly.

Quite true! I have certainly considered these issues before, just typed before I thought:) I am leaning towards "Women and Men: Citizens?" given the context of the essay - it's more along the lines of women participating in local politics (or their lack of participation) and not getting recognition for their roles. The suggestion I made is only valid if the argument is for equality; if, on the other hand, the status quo of the glass ceiling, etc and all the other prejudices against women are to be kept in place, in that case the traditional usage is appropriate.

Men and Women: Equal Citizens? This shows the traditional chauvinistic bias of putting men first. At least change it to: "Women and Men: Equal Citizens?" The very fact that this feels awkward shows how intrinsic gender bias is in the English language.

The question marks are part of the title. Sorry if that wasn't clear. I think "Men and Women: Equal Citizens?" might do the trick, but if there are other suggestions along those lines, I'd still be interested in seeing them. Thanks.

Are the question marks part of the title? And is the substance of the essay concerned with whether men and women have equal rights? If so, you might have to take some liberties and go with something like "Men and Women: Equal Citizens?"

Given the topic, gender equality issues, I would suggest alternating the order intentionally to draw attention to the subject matter at hand and show first-hand what equitable treatment really is, instead of following the intrinsically chauvanist paradigm of male and female, etc.
