This is talking about López Obrador's failure to comply with an amparo order (amparo being, in Mexico, the law that protects citizens from harm by officials). I don't know how to translate "afectación" ...

El tribunal sentenció: “Con independencia de que dicha afectación se materialice por conducto de un tercero, es incuestionable que el acto es imputable a la autoridad que lo ordenó”. No podía resbalarse la responsabilidad a un subordinado, tampoco a otras autoridades federales, como pretendía el jefe de Gobierno.

This is what comes immediately before, referring to a ruling of an appeals court in an action that the person who had originally filed the amparo initiated: La resolución del Tribunal Colegiado (la instancia previa a la Suprema Corte de Justicia de la Nación, scjn) fue contundente: El tribunal consideró “fundado el incidente de inejecución”, con lo que reconoció que el jefe de Gobierno violó el amparo.

I would generically say "harm" here, but not knowing what it was (CONTEXT), I cannot be positive that it is the very best word. Could be "damage" or something else, but that's the idea.

Henry: I put part of the preceding paragraph up above, but I think you're right that harm is the correct term. The person had property expropriated for a road building project and he apparently also lost his right of access some remaining land he had. The amparo was issued but it was ignored for over a year while the road continued to be built.
I just read the def. posted by gdickie, and it now appears that this may be referring to the expropriation itself...
