Normally, the oil that collects in the surrounding area of the tank contained in the enclosure gets mixed with water when it rains. This oil and other hydrocarbons that are mixed with water are removed by passing through oil/water separators which is usually a centrifuge. After removing the available(free)oil and the other hydrocarbons, the water is let out into the storm water drain.
