I am trying to translate the paris convention from spanish into English, and it is on the internet, but it just doesn't make sense to me. establecimento mercantil is translated as good will. Does this make sense?

4. An application for a compulsory license may not be made on the grounds of failure to work or insufficient working, before the

expiration of a period of four years from the date of filing of the

patent application or three years from the date of the grant of the

patent, whichever period expires last; it shall be refused if the

patentee justifies his inaction by legitimate reasons. Such a

compulsory license shall be non–exclusive and shall not be

transferable, even in the form of the grant of a sub–license, except

with that part of the enterprise or goodwill which exploits such

license.

4) Una licencia obligatoria no podrá ser solicitada por causa de falta o de insuficiencia de explotación antes de la expiración de un plazo de cuatro años a partir del depósito de la solicitud de patente, o de tres años a partir de la concesión de la patente, aplicándose el plazo que expire más tarde; será rechazada si el titular de la patente justifica su inacción con excusas legítimas. Dicha licencia obligatoria será no exclusiva y no podrá ser transmitida, aun bajo la forma de concesión de sublicencia, sino con la parte de la empresa o del establecimiento mercantil que explote esta licencia.
