I presume this is an expression meaning 'many'?

FWIW, I think you're right...this is just a way of saying "an excessive amount of," however you want to fit that in colloquially. I don't think it means the numbers specifically, nor would that translate well (to my ear).

I think this is along the line of the wine descriptions:
Barrica de roble, color cereza oscuro, con una gota gruesa, notas de vailnilla, almizcle y cardamomo... Up until you get to 9 different things to describe a freakin' wine...
BTW can someone really taste all those flavours???

I think he jumps from 7 to 9 to make it more dramatic or exaggerated... I personally would prefer 7 or 8... but I really think this is sooooo colloquial you might want to keep it that way. As if thinkin out loud
