Otros paises previa legalizacion.

Spanish to English Other Certificates, Diplomas, Licenses, CVs Cuban Marriage Certificate
This comes from a Cuban Marriage Certificate. Above it states "in order to be used in" and "to take effect in". Just not too sure if it's authentication or legalization.

I think this is a false friend - previa means after, or subject to.

In this context, that is! It can also mean "prior".

This is not really answering your question, is it, Stephen? I think it just means that if it's going to be used for legal purposes in another country, someone has to authenticate it, ie to confirm that it's a valid marriage certificate.

previa legalizacion = prior authentication/legalization

It could really be either, depending on the overall context. Was the document in question authenticated (i.e., certified to be a true copy) or legalized (processed so as to give it full legal effect)?
