if I think of "l'eredità delle città d'arte lombarde" I think of things like the Duomo di Milano and Leonardo's last supper. It was the wealth of the lombards produced over the centuries (historically) which paid for these things.

Must admit from the excerpt made available that it remains somewhat unclear whether the text refers to actual wealth - in monetary terms - or the richness of the culture of a people and what it's produced in terms of a legacy for the posterity. I think there's more evidence pointing at the former... Hope it helps.
