: But it is absolutely correct. No need to multiply the bureaucratese!!! And the Spanish impersonal can perfectly well be translated as an active sentence, it is not necessary to use a passive voice.

: Also possible, but I think "enseñanzas de formación" is not redundant: "Enseñanzas" is referring to the specific subject "formación para el cumplimiento de las misiones", etc.

: No, 'formación' is most certainly not redundant here.//If you remove 'formación' you remove all mention of the 'basic/introductory' level of training in the 3-tier system defined in the source text.

I don't see any mention of 3 tiers or levels in the sample. I believe that "formación, perfeccionamiento y especialización" refers to one training course.
