Translating a birth certificate, I came across "Primera Autoridad Civil del Municipio". My doubt is in regard to "autoridad civil", this is the first time I see it.

I would leave it like this. Its just flowery language. I doubt anyone is going to think that a Municipal Authority is a criminal authority.

: La "primera autoridad" de una municipalidad es el alcalde. Dentro de las municipalidades hay diversas dependencias estatales sobre las cuales el alcalde no tiene autoridad alguna. Un ejemplo es el Registro Civil.

En un certificado de nacimiento, la única "autoridad civil" que interviene es el encargado del Registro Civil.
En Chile no tenemos Registro Civil en las municipalidades, y me imagino que en Venezuela también.

: "Head of" should be omitted. I tend to agree with you about Registry (of births) though. Maybe "Municipal Civil Registry"?//as AT said, no PERSON indicated so why put in "head of"? it's overtranslation
