This is from a text regarding government measures to protect women's rights in Bolivia.

Context:

Esta posición se asienta en dos argumentos.
El primero asume que las intervenciones para la eliminación de la discriminación y violencia contra fa mujer se configuran tanto con acciones de corto como de largo plazo, necesariamente.
El segundo, en relación al primero, plantea que ia efectividad de toda acción está relacionada con la sostenibilidad de las intervenciones de corto plazo, a objeto de asegurar la efectividad de las intervenciones, En este comprendido, se entiende que *el aseguramiento de las medidas de sostenibilidad pasa necesariamente* porque todas las instituciones internalicen dentro de sus procesos permanentes de gestión, medidas para eliminar fa discriminación y violencia contra la mujer; y no solamente como intervenciones de corto plazo.

Or "must necessarily involve"; or you could use "mean" instead of "involve".

This is a little longer than I would ideally like, but I don't think "sustainability measures" quite works, and indeed this expression is commonly used to mean ways of measuring sustainability, which is not what we want.

The part that might be confusing is "pasa porque" + subj. This use of "pasar por" means "lie in" or "involve"; the idea is that this is the route you have to follow to achieve whatever it is. Here's an example from Oxford Superlex:

"la solución pasa por la racionalización de la industria
the solution must include o involve the rationalization of the industry"

So it can be followed by a noun or an infinitive:

"pasa necesariamente por la internalización de..."
"pasa necesariamente por internalizar..."

but it can also be followed, as in this text by a clause, with the verb in the subjunctive; I think it should really be "por que", but they are often written as one word, "porque", as here.

So it means that it "necessarily involves all instutions internalising management proceses" (or whatever), or "necessarily means that all institutions must internalise...".

On a second look in the context of the whole paragraph, I'm inclined to think that "medidas de sostenibilidad" simply means "sustainable measures" (see "la sostenibilidad de las intervenciones" just above), and I think I'd cut it down to that:
ensuring that sustainable measures are taken necessarily involves/means...
or perhaps:
ensuring that the measures taken are sustainable necessarily involves/means...

I'm sorry if I was out of order in posting alternatives, as Neil thinks. It's not unusual here for people to modify the answer first posted and it's usually regarded as legitimate. The only really important difference between them is the interpretation of "medidas de sostenibilidad". In isolation, the natural way to interpret this is the one I first suggested; but on balance, as I say, I now thing it means "measures endowed with sustainability", i.e. sustainable measures.

Apart from that, the alternatives are just slightly different ways of saying the same thing. The last is the one I think reads best, though the previous more literal ones are all acceptable, I think.

To me, this is a question in which the real difficulty is grasping exactly what the original is saying. And here I would like to emphasise that the crucial point being made is that "pasa porque" expresses a necessary condition: "medidas de sostenibilidad" will only be ensured if institutions adopt the requisite anti-discrimination procedures in the right way; if they fail to do so, it won't happen. All my suggestions are just variations on that theme.

neutral Neil Ashby : which of the 7 or 8 options do we agree with ? The last (sustainable measures) and first (measures to achieve sustainability) don't even say the same thing. Not exactly cricket! ;)

On second thoughts all I'd say is that people often modify their answers after first posting, and it's normally considered legitimate. The last version here is the one to consider. If you don't agree with my understanding of the Spanish, so be it.

I really find the ST very poor, frankly; if this was my job, I’d be inclined to totally transliterate the text, and render it more natural and comprehensible in the English. There’s so much redundancy going on here! It can really be streamlined...

Something along these lines:

“En este comprendido, se entiende que el aseguramiento de las medidas de sostenibilidad pasa necesariamente porque todas las instituciones internalicen dentro de sus procesos permanentes de gestión, medidas para eliminar la discriminación y violencia contra la mujer; y no solamente como intervenciones de corto plazo.”

“This comes with the understanding that using sustainable measures to eradicate discrimination and violence against women will [eventually] become the norm, because these measures will become institutionalised through standard management processes — extending beyond [the scope of] mere short-term intervention.”
