A censor is somebody basically who enforces the rules and by analogy with a university I think I would use this term.

Second Management Board Member (in Spain)

“Censor of a Colegio Notarial” is just a Board Member (= miembro de la Junta Directiva) of one of the many Colegios Notariales of Spain. Basically this strange-sounding, old-fashioned term corresponds to “vocal” (Board member), it is actually the same, but for some obscure reason beyond my knowledge the Spanish notaries still use this term, of course also in their official legal apparatus, such as the Ley del Notariado from 1944.

The amount of Board members of the Spanisch Colegios depend on their size. Hence, you will find Colegios with just three Board Members (Decano-Presidente + Secretario + only one Censor), whereas others have up to five (see underneath). But every Board is made up of at least three members.

La Junta Directiva de cada Colegio estará integrada por un mínimo de tres y un máximo de nueve miembros. Estará compuesta necesariamente de un Decano-Presidente, un Censor y un Secretario. (…)

Será precisa para la válida constitución de la Junta la presencia del Decano, Secretario y, al menos uno o dos censores, dependiendo de si el número de los miembros de la Junta es de tres o más. El Decano y el Secretario podrán ser sustituidos por quienes legalmente corresponda.
