You see, no native Russian writer would refer to personal income received by an individual as vyruchka - that would be dokhod. Vyrucka is sales proceeds received by a business, which has nothing to do with what the said article seems to be dealing with. Naturally, the broader context that you didn't grace us with could clarify this, but even without seeing it I have a gut feeling you've been deceived by a superficial match in the terms used - which, indeed, is quite remarkable here.
