It seems that they are talking about state service providers (NGOs and local government dpts) being in competition with each other, whereas what the document seems to be promoting is more of a combined and collaborative approach, but it would be necessary to make each service provider feel more a part of the bigger picture. This would supposedly encourage "ownership" of the the distinct services
