I agree with Liz that you may have parsed the text wrongly: it's hard to tell from the layout of the words which ones belong together, and it's in a mix of French and English.

Does it mean to have a systematic approach to risk assessment?
If so, then we could talk about «business-based approach to risk management».
Also, an «operational process to risk management» could be used though.
It seems that we have a program card here with a listing of different courses rather than subjects.
