I've seen the term "the interested party" used before in various legal translations.

Googling the term shows that there are lots of current usages in legal contexts:

Example sentence:

The interested party is entitled to receive copies of all documentation submitted pursuant to the claim.

at the subject's request

I don't think you can use "interested" in this context - there are lots of parties who might be interested, such as potential employers. This has been requested by the person whose name is on the certificate.
