I understand what has happened here now.

I used "tender" as shorthand for "call for tender", which is common practice, see the 689,000 search matches for "reply to a tender" here:

Now granted, some of the matches are for "reply to a tender invitation letter" and similar, but the VAST majority are not.

Especially Julie understood this nuance when agreeing (see her note below), others unfortunately did not.

disagree Tony M : Agree with Daryo: these people are those who set down the purchaser's requirements, NOT those who write the bids from the sellers. Common practice, and fine where it does not introduce a major ambiguity, as it sadly does here.

Which is eaxactly what I say in my answer, in shorthand. FYI, shorthand: "something likened to shorthand especially in providing rapid or abbreviated communication or representation".
agree SafeTex : If it is clear from the context that these are the people "working for buyers", then I don't see why the context would suddenly not make it equally clear in English. As a job title, it has to be concise as with other items in the list

Les prescripteurs: architectes, maîtres d'oeuvres, acheteurs, rédacteurs de marchés

"Les rédacteur de marché" are listed as being "des prescripteurs" so they work for the buyer NOT for would-be suppliers. IOW they draft "invitations / calls to tender".

As opposed to people working for would-be suppliers in charge drafting the replies to the "invitation to tender" who are "tender drafters".

Bid and tender writer

This is often used in employment sites, where searching for "bid writer" produces results for "tender writer" and vice versa. Also allows you to cover any client-side ambiguity as the same skills are required for both positions.
