I understand what has happened here now.
I used "tender" as shorthand for "call for tender", which is common practice, see the 689,000 search matches for "reply to a tender" here:
https://www.google.co.uk/search?q="reply to a tender"&ei=6N-...
Now granted, some of the matches are for "reply to a tender invitation letter" and similar, but the VAST majority are not.
Especially Julie understood this nuance when agreeing (see her note below), others unfortunately did not.

Provide specific examples of how you meet the selection criteria rather than simply stating that you do. It is important to highlight your credentials and provide verifiable experience, as well as explaining how your approach to delivering the tender will meet the buyer's needs.May 11, 2016

drafters of calls for tenders / invitations to tender
STEP ONE: from the buyer to potential suppliers
THE PRACTICE OF PUBLIC PROCUREMENT
When buying goods or services on behalf of a public authority, procurement officers must translate the buyer’s needs into tender documents that are clear, lawful, and well-designed. This guide helps them in this task. Rich in practical examples, it is written for procurement practitioners at all levels of government – from the local to the international – including drafters of calls for tenders, controllers, tender evaluators, managers who authorize public expenditure, risk managers and auditors, as well as for students of public procurement law and public administration.

STEP TWO: from would-be suppliers to the buyer
Tender documentation for construction projects
A tender is a submission made by a contractor in response to an invitation to tender. It makes an offer for the supply of goods or services. Tender documents are prepared to seek offers.

Les prescripteurs: architectes, maîtres d'oeuvres, acheteurs, rédacteurs de marchés
"Les rédacteur de marché" are listed as being "des prescripteurs" so they work for the buyer NOT for would-be suppliers. IOW they draft "invitations / calls to tender".
As opposed to people working for would-be suppliers in charge drafting the replies to the "invitation to tender" who are "tender drafters".
As explained here:
Argumentation : Bien communiquer avec les prescripteurs

Les prescripteurs ne sont pas revendeurs ; pourtant, ils influencent le choix des acheteurs. Jouez la carte de la proximité et apportez-leur une vraie valeur ajoutée.

Bid and tender writer
This is often used in employment sites, where searching for "bid writer" produces results for "tender writer" and vice versa. Also allows you to cover any client-side ambiguity as the same skills are required for both positions.

Daryo
: Context given: "prescripteurs" etc ...? there is no ambiguity in this ST: these people set requirements - they are "asking/requesting", they are not those who are "answering".
