village chief/mayor/mukhtar

This is a term used in Iraq and some Levantine countries to mean the chief of a village/mayor. I understand that this term was also used in Ottoman times and may come from Turkish (although I'm not sure). The word "mukhtar" transliterated in English also exists in English (it's in the OED- Oxford English Dictionary) and I'm sure you'd be able to find ample google hits that prove that the transliteration of this term in English is widely used.
I'm not so sure about مختارية but I can only assume that by extension, it means "mayoralty". "Mukhtariyya" on the other hand is NOT an English word!

الاختيارية = the council of village elders.
Perhaps \"council\" will suffice your translation, e.g. \"We, the mayor and the council of the X village, ...\"

Mayor and Municipality

Mayor and Municipality.

Although I agree with mayoralty and mayorship as suggested by Aisha and Sabry above, I think both really mean the "position of mayor", whereas municipality refers to the administrative division, which is more appropriate for this context.

As far as I can tell, اختيارية is short for الهيئة الاختيارية, also known as المجلس الاختياري which is an elected municipal council. I think you can either translate it as \"municipality\" or \"municipal council\"
