السياق هنا غير واضح, لابد من أخذكامل الجملة -وزجر المتنازعين عن التجاحد بالهيبة- فى الاعتبار, أعتقد أن المقصود هنا هو منع المتنازعين من التجاحد بسبب الهيبة -هيبة حاكم مثلا-

أى أن الهيبةهى التى تزجر المتنازعين عن التجاحد وكذلك بالنسبة للجملة الأولى فالرهبة هى التى تقود المتظالمين الى التناصف

The word بالهيبة refers rather to the means by which زجر المتنازعين is accomplished. In fact, the meaning of the sentence is better served by changing the word order, as follows::
القود بالرهبة الى تناصف المتظالمين والزجر بالهيبة عن تجاحد المتنازعين
The noun هيبة by itself can be translated as "awe," while the word تجاحد can be translated as mutual hostility, belligerence, bellicosity, confrontation, combativeness, or contentiousness.
The whole phrase simply means "inspiring a sense of awe as a means to dissuade the adversaries from their posture of confrontation," or something to that effect.

i clearly understand what the sentence means , but i needed both words to be translated . and yes the sentence does mean ������� ������ ���� ���������� �� ������� �������� ������ ������ ���������� ��� �������
