Contesté solo a tu pregunta; la frase completa sería "solicitar servicios médicos a/de bajo costo es sencillo". Me parece que el énfasis está en que sean de bajo costo o económicos; la palabra asequible se define como que se pueden conseguir o alcanzar, pero no necesariamente implica que sean a un bajo costo.
