Strictly speaking "sampling rate" often applies to the frequency with which a signal is sampled (eg 44khZ for some audio signals). However, the idea here is that a sufficient NUMBER of samples should be taken from the batch to ensure good confidence in the statistical validity of the population sample. You might consider a rewording along these lines: "The supplier shall draw a sufficient number of samples to guarantee the conformity of the batch..."
