This is an email sent by a woman to a hospital. She is trying to set up an appointment.

@ Patricia, Anyone who is interested in France is certainly familiar with its departmental structure, which is also reflected on car licence plates. So when someone writes a sentence like 'J'espere pouvoir rentrer dans le 04', you think of it intuitively, even if it is unusual.
Here are the questions: Why do you doubt it? What clues are contained in the letter that suggest other interpretations? Are there any references to specific places in France or elsewhere? If so, please let us know so that we can answer the question correctly and reliably.

04 On ne dit jamais celà en français. On dira 'j'espère pouvoir revenir dans les Alpes de Haute-Provence, etc..J'ai vécu une bonne partie de ma vie dans cette région. Jamais je n'ai entendu cette expression. Sans autre contexte, et sans aucune indication de la part de l'auteur, que je trouve 'rude', on ne peut pas affirmer à 100% qu'il s'agit bien d'un département qui est sous-entendu. "Revenir dans le 04" peut indiquer un groupe pour un traitement quelconque où le patient souhaite y revenir. Je suis d'accord avec Johannes Gleim. @drmanu49, de plus grosse erreur grammatical de l'anglais dans ta réponse. Par ailleurs si tu étais aussi sûr que l'on sous-entend un départment, tu aurais dû mettre un 5.
@ Dr.Manu49 You may be right (or not), but "French department" is a guess and the asker did not confirm this.

@ Patricia Are there any clues in the letter from which we can deduce where the writer wants to return, or whether "04" means something else? Are you sure that she will travel to France? You should have inform us about this in the question. It is also very uncommon and not in line with net etiquette to close a question before 24 hours have elapsed.

agree Colin Smith : Very common French expression as shorthand for one’s département, both in speech and writing. Your département number is used in your postcode, SS number, etc., so everyone knows their département no. I lived « dans le 33 » for many years.

Since we don't know from the context what "04" stands for, I would have asked first to clarify this item. This could possibly have been concluded on the basis of additional details.
The only thing left for me to do now is to add my suggestion.
