This looks like the recitals of a Beschluss, not a judgment, correcting an error under the slip rule (BE).

I'm not sure if this answers your question about "what does this mean". Are you looking for an explanation of the German or an English translation? It's always better with the full sentence but without any further context something like the above could be what's meant.
