This is the term used in surveyors' property valuation reports (I have one right before me). When buying a property you will need to instruct a surveyor to survey the property and write a report as this is required by banks or building societies for mortgage (loan) purposes. You cannot get a mortgage otherwise.

I'm certain here in the US, the statement "No liens" would be added first and then the statement that it can be collateralized.

With all due respect to the Immoblienwoerterbuch mentioned, even though there's nothing wrong with "Acceptability as collateral", I wouldn't expect it to be put that way.
