It's hard to tell from just a paragraph heading, but since this is a real property transaction, the mortgagee is likely lending against a security interest retained in the property and will record that lien or encumbrance.
An alternative scenario is that the apartment is being sold as a co-op unit, in which case the seller collects a monthly maintenance a portion of which goes to servicing the mortgage debt on the building as a whole. Thus, the new owner is consenting to the building, which contains his unit, being pledged under a refinance or other mortgage instrument.
