Unter Berücksichtigung eines Änderungsantrage
I do understand the meaning but I have no idea how to convey it in English. I rendered the sentence with "The version of 11 June 2013 was adopted, after consideration of an amendment", which is ugly and possibly incorrect, but I can't seem to get out of this swamp.

with an amendment
And you don't need to say "motion to amend". In politics, an amendment is not just the result of the change, it's also the proposal that the amendment be made in the first place. For example, you can say "the member of parliament submitted an amendment". This is confirmed by the third defininition in my dictionary reference below.
