This is from an Austrian real estate contract.

This appears to be about a property which is still under construction, and on which the buyer has already started making payments. The buyer has various ways of making sure the builder doesn't run off with their money, one of which is placing a charge on it in the land register (Grundbuch).
Here is the beginning of article 7 of the BTVG (Bauträgervertragsgesetz):
Der Bauträger hat den Erwerber gegen den Verlust der von diesem auf Grund des Bauträgervertrags geleisteten Zahlungen (§ 1 Abs. 1) mit Ausnahme seiner Zahlungen für Abgaben und Steuern sowie für die Kosten der Vertragserrichtung und -abwicklung zu sichern.
(2) Die Sicherung kann entweder durch schuldrechtliche Sicherung (§ 8), durch grundbücherliche Sicherstellung des Rechtserwerbs auf der zu bebauenden Liegenschaft in Verbindung mit der Zahlung nach Ratenplan (§§ 9 und 10) oder durch pfandrechtliche Sicherung (§ 11) erfolgen.
"Registered" may be redundant, because presumably all liens have to be registered in order to be valid.
