Italian to English Tech/Engineering Architecture book

I'm trying to understand this term, 'practicabile', it refers to the users (citizens) use of the city spaces (parks, roads, any public spaces, even possibly homes and retail spaces and offices)... the author uses 'praticabile' sometimes and I'm trying to understand how it differs from mere 'use' or 'usage'.

Here's a sample:
