Você ignorou parte da definição que diz que o "academic center" é formado "dentro de uma escola ou unidade" (trad. própria). A unidade no caso pode muito bem ser um curso. Exemplo: Academic Center of Journalism.

: Sutdent Union (sem "s" e sem apóstrofe). Eu não disse que está incorreto. Mas o nome desse tipo de entidade em inglês é "Student Union" e não "Students' Union". Lembre-se que ao adquirir a função de adjetivo, o termo não tem variação de número em inglês.

Students' union está correto, Mario. It's a union of students. Visto que students termina em s, só leva apóstrofe sem s. A mesma coisa com doctors' union, teachers' union, etc. // Aqui, não tem a função de adj. e escreve-se assim no UK, veja os links.

A minha conclusão é que nenhum dos dois estão realmente errados, só me parece que esse tipo de organização não são tão "organizadas" como em UFs brasileiras. E me parece que também não são tão comuns, pelo menos não em universidades americanas.

O link acima inclusive cita "[t]he Student Council is the main representative body of the Students’ Union and is made up of students who represent different groups from across the University such as Student Reps and Student Group," que meio que dialogaria com as duas opções dadas. É também dito "[i]ts main function is to be a discussion and debating forum for London Met students to discuss relevant issues and to make policy proposals for the Students' Union." O site da Christ College também diz algo semelhante, sobre o studant council dar feedbacks para melhorar a qualidade de vida nos campi.
Há grandes diferenças, é claro. Eles parecem represendar todo o campo discente e parecem ser espaços onde a comunidade pode dar feedbacks, mas aparententemento tem menos poder que um CA, mas essas diferenças são esperadas, nem sempre há uma equivalência bonitinha.

Por fim, entendo que não há uma equivalência exata do termo, pelos menos não no universo universitário americano.
A presença de um corpo administrativo formado pelos discentes dentro da organização então seria de grande importância, eu havia encontrado o termo "students' union" antes, mas como vi que se tratava de um lugar físico eu o havia descartado.
Eu concordo com o Diego que um CA seria próximo de um grêmio estudantil, quando fiz o ensino médio minha escola tinha grêmio e haviam eleições e diferentes estudantes ocupavam diferentes cargos dentro do grêmio. A maior diferença é que o CA representa os alunos de um único curso, enquanto um grêmio estudantil representa todos os estudantes de uma escola, que num contexto universitário seria a função do Diretória Central Estudantil (DCE).
Já que a sua tradução é para EN-US, "student union" não faz sentido, já que não se trata de um edifício.
Como "student government" implica a existência de um poder executivo, legislativo e judiciário (a exemplo dos poderes da União), não há dúvida de que ele não cabe neste contexto.
