Дед Панас - это такой старичок, вроде тети Вали из "Спокойной ночи, малыши", только старенький и украинский. Прославился тем, что однажды, завершая рассказывать сказку, по пьяни сказал "Ось така хуйня, малята". Эта фраза стала нарицательной. Можно использовать что-то типа bullshit или другой более-менее смягченный вариант перевода. Суть шутки в противопоставлении грубости и аудитории, которая этого не ожидает.

Да, это old man Panas или что-то вроде uncle Panas, но в смысле - общинный дедок, который рассказывает деткам сказки, не кровный родственник. Детсадовский воспитатель или старичок на скамейке на улице.

Dear Misha, my answer was not about grammar but about who the man was and the context of the phrase. The translator may use more convenient wording, but first he/she needs to understand the situation.

Он частенько появлялся на экране слегка подвыпившим, путал слова, забывал текст, но всегда умело выкручивался, присочиняя небывалые сюжетные истории (за что его обожали также и взрослые). А однажды где-то в 1979-80 г. по легенде (которая очень похоже на реальность) произнёс эту знаменитую фразу. А поскольку передача эта шла в прямом эфире (что было большой редкостью в советские времена), то ее увидели все восхищенные телезрители. На самом деле фраза звучала так: «Отака *уйня, малята!». После этого случая діда Панаса на экране больше не видели :-(
