This is a text about a contemporary artist from Argentina:
Blanco que, en la obra de Mónica, no solo es un color. También es un concepto: “Al blanco casi siempre, lo fondeo. a menos que quiera una obra muy luminosa. Al blanco lo fondeo de rojo, de un color que deseo que aparezca en algunos rincones o que sirva para sostén. Antes, mis fondos eran blancos, después fueron rojos. Me gustan los artistas que usan esos fondos rojos”.
Could it be put underneath?
“Unless I want a very luminous work, I almost always put something beneath the color white. I put red beneath it, or another color I want to appear in some corners or to serve as a support. Before, my backgrounds were white, then they were red. I like artists who paint red backgrounds.”

If you want a verb, then prime could work. I know it's used in decorating and I can't see why it couldn't apply to art/painting.

: Priming is usually done to prepare a surface. In this case, the artist is using it to create a subtle color effect. I don't think the two concepts are the same.

: It seems that primer isn’t just for painting wood and metal surfaces. I see that artists do indeed use primer beneath their paintings, and this is readily available from all the usual Art suppliers (Windsor & Newton, etc)
