Es un documento sobre las ONGs cubriendo necesidades que el Estado no cubre. Varias veces he encontrado esta construcción y nunca me he sentido cómoda con la solución.
¿Alguno de ustedes tiene una buena traducción?

neutral Charles Davis : I don't think "in the face of" works in this context (despite the examples). Maybe "faced with", but "in the face of" implies confrontation, which seems incompatible with absence.

It is just the same as "in the presence of" and no more incompatible or paradoxical than being "with an absent state"

with an absent state

I prefer this. "Absent state" is fine; it's a well-established expression. The question is what to do with "ante". I think here, as in many cases, it doesn't imply a response but simply an attendant condition. You might say "in the presence of an absent state", but of course that would be comically paradoxical.

"With an absent state" is idiomatic and neat, in my view.
