Que las declaraciones de la Acreditada y los Obligados Solidarios contenidas en este Contrato, sean ciertas en y a la fecha de la Disposición solicitada, como si dichas declaraciones fueren hechas a la fecha de dicha Disposición

If you think that you don't understand what you wrote. It is NOT talking about the future, i.e. after the drawdown date but AT that date, not FROM it.

imo "on and from this date" is very common in contracts. It could be omitted of course as it is indeed legalese and seems less popular in the US. Just a few examples...
