This is part of a loan agreement. Here goes the whole text (phrase found after the midpoint):

"Cumplir con todas las leyes, reglas, reglamentos, órdenes, sentencias, laudos, normas, o requerimientos o mandamientos de cualquier Autoridad Gubernamental que les sean aplicables, así como con todas sus obligaciones derivadas de cualquier contrato, convenio, valor del que sean parte o que hubieran suscrito (de cualquier manera), incluyendo, sin limitación, el pago a su vencimiento de todos los impuestos, contribuciones y cargas gubernamentales impuestos sobre ella o sobre sus bienes, excepto en la medida en que lo impugne de buena fe por medio de procedimientos apropiados y establezca reservas adecuadas al respecto o en la medida que los incumplimientos de que se trate no impliquen o no tengan como consecuencia un Cambio Significativo Adverso de la Acreditada o los Obligados Solidarios."


I only need second thoughts on the second part (starting from "... excepto en la medida", so here goes my try:

"..., except insofaras it called into question in good faith by means of appropriate procedures and established proper reserves in this regard or to the extent that the breaches in question do not involve or have as a consequence a Significant Detrimental Change for the Borrower or the Joint Obligors."

inasmuch as it challenges them in good faith

it - the contractor, them - the taxes, levies, charges, etc. (imposed or levied by the respective authorities), challenges - using the proper procedure (appeal, protest, whatever it is called)
