Puerto Rico: "Intimada la controversia... un panel hermano de este Honorable Tribunal de Apelaciones revocó la sentencia emitida por el TPI."
Elsewhere in the doc: "En cuanto a la responsabilidad de los demandados, el Panel de este Ilustre Foro expuso que:"
And one more: "...que proviene a su vez del lenguaje de la determinación de un panel hermano de este Ilustre Foro."
What is the "panel hermano"? I haven't seen any indication that this is a three-judge court, but it could be... Thank you.

The term is not unique to the Puerto Rican system, as you can see from the definition I found at answers.com:
"A fellow member, as of a fraternity, trade union, or PANEL OF JUDGES ON A COURT."

The use is as simple as in corporate parlance: mother company, sister company. I am 100% sure. If you want to use the female genre, that's your decision.

I'm not sure about this, but it does seem to be used (sometimes) in your context.
