What is the "panel hermano"? I haven't seen any indication that this is a three-judge court, but it could be... Thank you.

La administración del Tribunal de Apelaciones está encomendada al Juez Presidente o por delegación de éste, a un Juez (a) Administrador (a) y un Juez (a) Administrador (a) Auxiliar. La tarea adjudicativa se divide en paneles de no menos de tres jueces y juezas y no más de siete jueces y juezas, designados por el Juez Presidente para atender las diferentes regiones judiciales. La composición de los PANELES y los casos asignados a los mismos podrán variar de acuerdo a las necesidades del servicio y de los recursos disponibles. El Juez Presidente podrá constituir paneles para atender recursos por la materia o características de los casos, tales como casos complejos, procedimientos especiales o reclamos de ciudadanos que comparecen por derecho propio o en forma pauperis
