I know this means "citizens", but I'm trying to come up with a way to convey both genders neatly in English as this is the title of an essay from an NGO document dealing with gender equality issues. Any suggestions?

Given the topic, gender equality issues, I would suggest alternating the order intentionally to draw attention to the subject matter at hand and show first-hand what equitable treatment really is, instead of following the intrinsically chauvanist paradigm of male and female, etc.
