the rationale follows:
This survey is being conducted on behalf of the National Council of Area Studies Associations (NCASA), which includes organizations to which you may belong: the Association for Asian Studies (AAS), African Studies Association (ASA), Association for Slavic, East European, and Eurasian Studies (ASEEES), Latin American Studies Association (LASA), and Middle East Studies Association (MESA).
The goal of this study is to gather data on foreign language and area studies specialists and students in order to assess the state and needs of the field and to inform policies on language and area studies training in the U.S. In the survey, you will be asked to answer questions about your education, career path, work activities, funding history as well as your views on ways to improve the education of area studies specialists in the future.
We appreciate that you share our passion and deep concern for international education and we hope you will find this survey interesting. It will take between 10 and 20 minutes of your time. Please complete the survey as thoroughly as possible. Once you hit DONE at the end of the survey, the survey is locked and you cannot go back.
The results of this survey are completely confidential. In any presentations and publications resulting from this research, your input will be aggregated with the data of other survey respondents.
The data gathered by this survey will be presented at "Internationalization of U.S. Education in the 21st Century: The Future of International and Foreign Language Studies," a policy research conference at the College of William and Mary April 11-13 2014. Data from the study will also be published in scholarly articles and used to inform scholars, educators and funders about the current situation and future prospects for international and foreign language studies in the U.S. The survey and the conference are being supported by generous contributions from the Carnegie Corporation of New York, the Henry Luce Foundation, and several NCASA members.

Who will decide about the policies mentioned by you earlier? What kind of organization? In which country? What for? What is this information needed for--precisely? I would gladly take the survey but it all sounds very vague and suspicious.

I only posted it here since, after taking it, it appeared to mainly target academia/govt types (which is probably because the people who designed it are academic types). I googled the conference and found it listed here - hosted, as the message says, by William and Mary (in Richmond, VA I believe): http://www.aseees.org/new/IFLE.php
My guess, from looking at the website just a tad and knowing Laura, is that these people are concerned with cultural literacy - and Americans' lack thereof - and are looking for a way to convince university administrators and politicians that investing in cultural area studies is a worthwhile pursuit. (See http://centraleurasia.org/thecessblog/2013/11/08/threats-to-the-funding-of-research-on-central-eurasia/ for example).
The organizations running the survey and participating in the conference are clearly stated in the original e-mail and you obviously have the resources to determine who they are if you know how to google Again: they are by and large academics.
The only thing is - the survey definitely needs people who are US based.

I would gladly take it, but I think Ms.Laura Adams should introduce herself here, on this site, and explain exactly what this survey is about, because so far it all appears pretty vague--not your fault at all.
