This has been discussed a couple of times before, but I'd be interested in a definitive answer from a ProZ employee.
My questions are these:
1. What does this term mean? How do you get to ask questions without being a member?
2. Why are so many shown as having exactly thirty open questions?

Hi, Phil! Thanks for the question, and sorry that we didn't answer before, it looks like we missed this thread.
A "non-logged-in visitor" refers to someone using the site without logging into a ProZ account.
ProZ allows visitors to interact without an account in two ways: they can ask KudoZ questions, and they can send profile messages to those users who have set their profile to accept messages from visitors without an account.

A "non-logged-in visitor" refers to someone using the site without logging into a ProZ account.
ProZ allows visitors to interact without an account in two ways: they can ask KudoZ questions, and they can send profile messages to those users who have set their profile to accept messages from visitors without an account.
Visitors can ask KudoZ questions without being a registered user, but they have some limits, including the fact that they can only post 5 questions per day.
The reason why non-logged-in visitors show as having 30 open questions is actually because of a small flaw in our implementation, which we plan to address when we modernize KudoZ for the new site. This does not reflect the actual number of open questions from a given visitor.
Non-logged-in visitors can respond to answers or award points with a question-specific password that ProZ sends them via email to give them access to their posted question but, simply put, they often forget.
That is why, when a question posted by a visitor has been open for a while, the system starts trying to close it automatically based on the amount of "agrees" that the answers have, using the First Validated Answer system.

Probably it's not allowed, but one can do it anyway: as a visitor, ask your question and enter an invented name (and maybe also an invented mail address; that would explain why those questions are rarely closed by the askers when prompted to do so as they don't obviously get the password in this case).
At least, I presume it works like this.

It's not that it's "allowed", it's that technicality it's nearly impossible to prevent.
The only way would be to scrap this "feature" altogether, that's anyway long past its "use-by date". It possibly made sense when the site was brand new and needed to make itself known, but I can't see any point in it nowadays.
If anyone wants free expert help, the least they can do is to register with the site. I can't think of many sites where you can participate / interact with other users without registering first.
