Source text - English The unified view is best when you have only a few documents to tag and would like them all in one location. In this view, the existing data and the attributes you need to add are listed in a single row on the datasheet. This view will require you to scroll side to side when comparing existing attributes to the new ones.
The Split view is best when you have many documents to tag. With this view you select and limit the list of documents you would like to tag from the top datasheet and make your edits in the bottom datasheet. The Split view allows you to reduce the number of documents you would like to tag at a given time, thus making it easier. This view also allows you to distinguish more clearly between the existing attributes and the new attributes for which you need to select values.
It does not matter which of the two views you use to tag the documents. Once tagged and set to Tagging Completed, the document is removed from both views.

Source text - English The euro has been dogged by logical inconsistencies since it began. The best known is the combination of “no bail-out, no exit and no default”. This particular inconsistency is now in the process of being resolved – through a permanent crisis resolution mechanism that will allow default. But the attempt to resolve one inconsistency has given rise to another: the possibility of default, persistent imbalances and lack of a fiscal union.
The German anti-crisis proposal is all about default, and has large support. Angela Merkel, the German chancellor, says the taxpayer cannot shoulder cross-border transfers to pay for a sovereign default. That is undoubtedly true in a monetary union with the present political and legal set-up. Imagine a situation in which the Bundestag is asked to sanction a multibillion transfer to Ireland or Greece, when Germany is cutting welfare payments to its own citizens. The “no bail-out” clause that underpins the monetary union is more than a legal constraint. In a decentralised monetary union, a system of cross-border transfers is politically out of the question. I would expect that to be true even if it were in Germany’s ultimate interest to make such transfers – for example, to maintain an undervalued real exchange rate to boost exports.
The second inconsistent condition is the persistence of internal imbalances. These are rising again, globally and inside the eurozone, and there is no credible political plan to constrain them. Last week’s failure by the Group of 20 leading nations to agree a common agenda is the greatest calamity in the post-crisis global economic management. The European Union has no credible plan either.
Cross-country imbalances are aggravated by friction in the financial sector. Finance and banking are national industries, regulated nationally, bailed out nationally, and with insufficient European co-ordination and burden-sharing. If a problem arises, it stays in the country where it arose.
The third element of inconsistency is the absence of a fiscal union. I am not talking about a superstate, but a minimally sufficient fiscal union. I have heard a calculation according to which a discretionary budget of as little as 1 per cent of gross domestic product might be enough. But even that is not going to happen. The establishment of a fiscal union would require such a massive change in the European treaties that it is hard to see how it could be done.

Il pacchetto di proposte anti-crisi tedesco verte tutto sull’insolvenza e gode di un ampio appoggio. Il cancelliere tedesco Angela Merkel ha dichiarato che i contribuenti non possono sobbarcarsi il peso di trasferimenti valutari all’estero per pagare l’inadempienza di una nazione. Questo è indubbio in un’unione monetaria con il sistema politico e legale come quello attuale. Immaginiamo una situazione nella quale al Bundestag venga chiesto di autorizzare un trasferimento di svariati miliardi di euro all’Irlanda o alla Grecia, mentre la Germania taglia i pagamenti della previdenza sociale ai propri cittadini. In un’unione monetaria decentralizzata, un sistema di trasferimenti oltre confine è politicamente da escludere. Una cosa del genere per me sarebbe vera anche se questi trasferimenti di valuta fossero fatti nel migliore interesse della Germania – come ad esempio per mantenere un tasso di cambio reale sottovalutato per promuovere le esportazioni.
La seconda condizione d’incoerenza è il persistere di squilibri interni. Questi stanno aumentando di nuovo, sia a livello globale che di zona euro e non esiste un piano politico affidabile per tenerli a freno. Il mancato accordo attorno a una piattaforma comune la scorsa settimana da parte dei grandi del G20 è stata la catastrofe più grande mai avveratasi nella gestione dell’economia globale del dopo-crisi. Nemmeno la comunità europea ha un piano affidabile. Gli squilibri multinazionali sono aggravati dagli attriti del settore finanziario. Il finanziario e il bancario sono settori nazionali, regolati a livello nazionale, salvati a livello nazionale e con un coordinamento e una condivisione degli oneri a livello europeo insufficienti. Se emerge un problema, questo rimane all’interno del paese da cui è scaturito.
Il terzo elemento d’incoerenza è l’assenza di unione fiscale. Non sto parlando di una supernazione, ma di un’unione fiscale anche minimamente sufficiente. Ho sentito parlare di un calcolo secondo il quale potrebbe bastare un bilancio discrezionale minuscolo come l’1 percento del prodotto nazionale lordo. Ma perfino una cosa del genere è improbabile. La costituzione di un’unione fiscale richiederebbe un cambiamento così massiccio a livello dei trattati europei che è difficile immaginare come una cosa di questo tipo possa avvenire.
