A. Pengertian manajemen SDM
Manajemen adalah pencapaian tujuan (organisasi) yang sudah ditentukan sebelumnya dan mempergunakan bantuan orang lain. Pengertian tersebut secara eksplisit menyatakan unsur SDM dengan menyebutkannya “bantuan orang lain”. Oleh karena itu pengertian ini sangat dekat hubungannya dengan pandangan “baru di dalam manajemen SDM dan dalam mencapai tujuan organisasi, terdapat sejumlah manusia yang ikut berperanan dan harus diperankan”.

Indonesian foreign policy has displayed two sharply contrasting faces over the past 30 years. Sukarno, known for his flamboyant style, condemned the prevailing international system and aspired to leadership of an international anti-imperialist front. Under Suharto, in contrast, the anti-imperialist crusade has been abandoned in favor of a search for Western economic aid and capital investment. Nevertheless, foreign policy consistently reflects a strong sense of national identity and regional entitlement combined with a sense of vulnerability due to economic underdevelopment.

Politik luar negeri Indonesia telah menunjukkan dua muka kontras tajam selama 30 tahun terakhir. Sukarno, yang dikenal karena gaya flamboyan itu, mengutuk sistem internasional yang berlaku dan bercita-cita kepemimpinan sebuah front anti-imperialis internasional. Di bawah Soeharto, dalam kontras, perang salib anti-imperialis telah ditinggalkan untuk mencari bantuan ekonomi dan investasi modal Barat.
