El desarrollo de los eventos naturales de manera repetitiva en la región ha hecho evidente que es necesaria la capacitación continua de la comunidad y dadas experiencias anteriores con la radionovela Tiempo de Huracanes, se vio una fortaleza en ese sistema de acceso a la comunidad. La radio sigue siendo el medio masivo de comunicación más importante en la región, sobre todo en el ámbito rural.
Por otro lado, la radionovela es una estrategia de comunicación creativa, orientada al ámbito masivo, que así posibilita aportar a la construcción de nuevos sentidos sobre las relaciones entre las personas, las relaciones de género y las relaciones de personas de diferentes orígenes. La radionovela toma como punto de partida la forma de pensar y actuar de las personas, para desde allí generar propuestas.
OBJETIVO
Producir un material radiofónico que contenga los temas relacionados a la prevención de desastres.
ESPECIFICACIONES TÉCNICAS
Se pretende elaborar un material radiofónico con las siguientes características:
La serie: "Réplicas en el corazón" que consta de Tres historias dramatizadas e independientes: “Crónica de un amor”; “Se nos mueve el piso” y “El volcán azul”. Cada una contiene 5 capítulos de 30 minutos cada uno.
Preproducción:
* Selección de actores y actrices. (casting de voces para un elenco de 28 personajes (principales y secundarios) y 16 extras)
(“Crónica de un amor”: elenco: 10, extras: 8)
(“Se nos mueve el piso”: elenco 9, extras: 2)
("EL volcán azul”: elenco 9, extras 4)
· Creación del tema original (letra y música) y diseño de cortinas musicales.
(composición del tema original ( letra y música ) , intérprete para la canción con dos músicos en vivo y la base de la composición musical es por computadora.)
· Diseño de ambientes y efectos sonoros.
· Plan técnico (selección de estudio, asistente de producción y contratos)
· Plan de grabación. (es el plan final para realizar los llamados al elenco)
· Ensayos.
Producción:
· Grabación de las voces.
· Grabación del tema musical (canción letra y música)
· Grabación de presentación y créditos.
· Grabación en estudio
· Composición de la canción (letra y música)
· Cortinas musicales.
· Interpretación del tema.
· Grabación
· Edición y sonorización
Post producción:
· Edición y sonorización de cada capítulo.
· Edición del tema musical y cortinas.

OBLIGACIONES DEL CONTRATISTA
El contratista además de cumplir los requisitos técnicos exigidos, deberá entregar:
Una versión grabada de una radionovela, la cual consiste de 3 historias de 5 capítulos de de 30 minutos cada uno para un total de 15 capítulos. Cada historia se entregará en disco compacto, con un máster y una copia por capítulo.
PLAZO DE EJECUCIÓN
El plazo para la realización del presente contrato será de dos meses contados a partir de la fecha de firma del contrato.
PRESENTACIÓN DE PROPUESTA:

Translation - English Terms of Reference for the Production “Aftershocks of the Heart”
JUSTIFICATION
The continual occurrence of natural disasters in the region has proven that the ongoing training of members of the community has become essential. Previous experience with the radio serial “Hurricane Season” demonstrated a marked improvement in the access to information by community members. Radio continues to be the most important means of communication in the region, above all in rural areas.
On the other hand, the radio serial constitutes a creative means of communication; directed at the masses and adding new dimensions to interpersonal relationships, gender relations and relationships between people of different origins. The radio serial utilizes peoples’ thoughts and behavior as a starting point in an attempt to generate solutions.
OBJECTIVE
To produce material for radio which would portray issues related to Disaster Prevention.
TECHNICAL SPECIFICATIONS
To produce material for radio with the following characteristics:
The series: “Aftershocks of the Heart” which would consist of three independent dramas: “Chronicle of a Love Affair”, “The Floor is Shaking!” and “The Blue Volcano”. Each one would contain 5 30-minute episodes.
PRE-PRODUCTION
* Selection of actors and actresses (voice auditions for a cast of 28 roles (lead and supporting) and 16 extras)
(“Chronicle of A Love Affair”: cast of 10, 8 extras)
(“The Floor is Shaking!” cast of 9, 2 extras)
(“ The Blue Volcano”: cast of 9, 2 extras)
o The creation of an original theme (lyrics and music) and design of musical interludes. (The composition of an original theme (lyrics and music) singer along with live musicians using a computer-generated music script.)
o Design of background music and voice effects
o Technical Plan (studio selection, Production and Contracting Assistant)
o Recording Plan (the final plan for forming the cast)
o Rehearsals
PRODUCTION:

CONTRACTUAL OBLIGATIONS
Apart from fulfilling the technical requirements, the sub-contracted must submit: a recorded version of a radio serial, which will consist of 3 dramas containing 5 30-minute episodes each for a total of 15 dramas. Each drama must be submitted on compact disc along with a master and copy for each episode.
DEADLINE FOR IMPLEMENTATION
The deadline date for fulfillment of this contract will be two months starting from the date that the contract is signed.

Originally from Jamaica, I have been translating, teaching and training for approximately 19 years and am currently a Senior Professor at Florida State University Panama's English Language Program as well as a Certified Public Translator by Panama's Ministry of Education.
