Los gabinetes de las celdas blindadas estarán diseñados para ser colocados en ambiente interior y, deberán soportar sin daño alguno las condiciones ambientales indicadas la sección 1.5 de estas especificaciones.
Las celdas deberán incluir, pero no será limitativo, la estructura vertical contentiva de las barras principales y derivaciones, barra de puesta a tierra, interruptor de vacío extraíble, equipos de control auxiliares, relés de protección y medición, todos de acuerdo a los Diagramas Unifilares 34,5/4,16/0,480 kV Planos PDVSA Nº AD001001-ER2D3-EP02001, AD001001-ER4D3-EP02001 y AD001001-ER5D3-EP02001.
Los gabinetes serán construidos a partir de acero laminado en frío (espesor mínimo calibre # 12). Su base y estructura estarán formadas por perfiles de acero que garanticen la rigidez suficiente para soportar tratos de transporte, instalaciones, condiciones sísmicas y los esfuerzos de cortocircuito indicados en estas especificaciones.
La entrada de los alimentadores de potencia serán por la parte superior con ductos de barras de 3000 A de capacidad, para lo cual el equipo dispondrá de las conexiones adecuadas.
Las entradas de los cables de comunicaciones y control, serán por la parte superior y todas las salidas de media tensión serán por la parte inferior.
El acceso frontal a las celdas será directo mediante puertas estructurales rígidas, abisagradas. Su cierre deberá ser hermético y su cerradura será de manilla no extraíble con previsión para candado. Las puertas deben abrirse hasta 120° y deberán tener un dispositivo para enclavamiento automático en la posición abierta.
Para el mantenimiento del equipo se debe proveer de facilidades por la parte posterior del gabinete.
Cada cubículo de las celdas deberá prever un sistema de iluminación en 120 VAC e interruptor On-Off accionado a través de micro-switches en la puerta del cubículo.
Los compartimientos deberán estar provistos de rejillas de ventilación que permitan la circulación del aire caliente y sirvan de vías de escape para los gases ionizados. Las celdas deberán proveerse con un sistema de rejillas de ventilación al exterior, en sus partes frontal y posterior, con filtros adecuados que impidan el acceso de polvo, insectos y alimañas al interior de la celda. Dicho sistema de ventilación deberá hacerse de modo que el agua no llegue a ningún aparato por caída, filtración ni por salpicadura.
El compartimiento de baja tensión deberá tener una puerta abisagrada que sirva como tablero de protección de mando y de control. La cerradura del tablero será de manilla no extraíble con llave.

A tokozott cellák rekeszeit úgy kell kialakítani, hogy azokat beltéren lehessen felszerelni, és károsodás nélkül ellen tudjanak állni e specifikáció 1.5 szakaszában leírt környezeti feltételeknek.
A cellák tartalmazzák (többek között) az alábbiakat: a gyűjtősíneket és leágazásokat tartalmazó függőleges struktúra, földelősín, kikocsizható vákuum-megszakító, vezérlési segédberendezések, mérő és felügyeleti relé, a 34,5/4,16/0,480 kV egyvonalú kapcsolási rajz és a PDVSA Nº AD001001-ER2D3-EP02001, AD001001-ER4D3-EP02001 és AD001001-ER5D3-EP02001 nézeti rajz alapján.
A rekeszek hidegen hengerelt acéllemezből készülnek (minimális kaliber: 12-es). Az alap és a szerkezet acélprofilokból áll, amelyek biztosítják a kellő merevséget, hogy ellenálljon a szállítás, installálás, szeizmikus körülmények és a jelen specifikációban leírt zárlati áramterhelés okozta megterhelésnek.

Source text - English I- Relationship between equivalence and endorsement
1. The Regulation provides for two means by which ratings issued outside the EU can be used for regulatory purposes by regulated entities in the EU:
• Endorsement
• Certification based on equivalence
2. One of the endorsement conditions that an EU CRA must verify in order to endorse ratings is that “the conduct of credit rating activities by the third-country credit rating agency resulting in the issuing of the credit rating to be endorsed fulfills requirements which are at least as stringent as the requirements set out in Articles 6 to 12”.
3. One of the certification conditions for a foreign credit rating agency is that the Commission has adopted an equivalence decision recognising the legal and supervisory framework of the third country as equivalent to the requirements of the Regulation. The equivalence decision would state that the legal and supervisory framework of a third country ensures that credit rating agencies authorised or registered in that third country comply with legally binding requirements which are equivalent to the requirements resulting from the Regulation and which are subject to effective supervision and enforcement in that country (Article 5(6)).
4. The question that arises is whether the Regulation establishes two different tests depending on which method is followed (“at least as stringent as” versus “equivalent to”).
5. The last sentence of (Recital 13) of the Regulation stipulates that the third country CRA should comply with requirements that achieve the same objective and effects in practice (as the EU Regulation). This suggests an objective based assessment of the condition set out in Article 4 (3) (b) for endorsement and therefore a similar test to that required for equivalence.
6. Recital 14 of the Regulation clarifies that the certification regime is envisaged for smaller CRAs that are not systemically important. But the only adaptation to the endorsement mechanism that the Recital considers necessary is the requirement of physical presence in certain cases.
7. Therefore, ESMA is of the view that there are no objective reasons to set different requirements for third country CRAs depending on the mechanism used. The requirements according to which the ratings are produced should achieve the same objectives irrespective of the route the foreign CRA has to follow. This would ensure a level playing field for all rating agencies.
8. ESMA understands that an equivalence decision from the European Commission recognising the legal and supervisory framework of the third country as equivalent to the requirements of the Regulation would certainly facilitate an ability to assess whether the requirements in that third-country CRA are as stringent as those set out in Articles 6 to 12 of the Regulation (assuming that no material change to the framework of the third-country has occurred since the date of the Commission’s decision).
Translation - Hungarian I- Az egyenértékűség és a befogadás közötti kapcsolat
1. A rendelet két eszközt biztosít a nem az EU-ban kiadott hitelminősítések szabályozott vállalkozások általi, szabályozási célokra történő felhasználására:
• Befogadás
• Egyenértékűségen alapuló hitelesítés
2. A hitelminősítések befogadásának egyik feltétele, hogy az uniós hitelminősítő intézetek igazolni tudják, hogy „a harmadik országbeli hitelminősítő intézet által végzett, a befogadandó hitelminősítés kiadását eredményező hitelminősítési tevékenységek olyan követelményeket teljesítenek, amelyek legalább annyira szigorúak, mint a 6–12. cikkben megállapított követelmények“.
3. A külföldi hitelminősítő intézetek hitelesítésének egyik feltétele, hogy az Európai Bizottság elfogadott egy egyenértékűségi határozatot, amely a harmadik ország jogi és felügyeleti keretét a rendelet követelményeivel egyenértékűként ismeri el. Az egyenértékűségi határozat megállapítja, hogy a harmadik ország jogi és felügyeleti keretrendszere biztosítja, hogy az adott harmadik országban engedéllyel rendelkező vagy nyilvántartásba vett hitelminősítő intézetek olyan, jogilag kötelező érvényű követelményeket teljesítsenek, amelyek egyenértékűek az e rendeletből eredő követelményekkel, és amelyek az adott országban hatékony felügyelet és végrehajtás hatálya alá esnek (5. cikk (6) bekezdés).
4. Felmerül a kérdés, hogy a rendelet két különböző tesztet állapít-e meg a követendő módszerről („legalább annyira szigorú“ szemben az „ezzel egyenértékű“-vel).
5. A rendelet (13) preambulumbekezdésének utolsó mondata kiköti, hogy a harmadik országok hitelminősítő intézeteinek olyan követelményeknek kell eleget tenniük, amelyek gyakorlatilag ugyanazokat a célokat és hatásokat érik el (mint az uniós rendelet követelményei). Ez a 4. cikk (3) bekezdésének b) pontjában a befogadásra vonatkozóan megállapított feltétel célkitűzéseken alapuló értékelését teszi szükségessé, illetve az egyenértékűséget is hasonló teszttel kell vizsgálni.
6. A rendelet (14) preambulumbekezdése pontosítja, hogy a hitelesítési rendszer a kisebb, rendszerkockázati szempontból nem fontos hitelminősítő intézeteket érinti. De a befogadási mechanizmus preambulumbekezdés által szükségesnek ítélt egyetlen követelménye a fizikai jelenlét egyes esetekben.
7. Ezért az ESMA úgy véli, hogy nincs objektív oka annak, hogy az alkalmazott mechanizmustól függően eltérő követelményeket állítsanak a harmadik országok hitelminősítő intézményeivel szemben. A hitelminősítés elkészítésére vonatkozó követelményeknek ugyanazokat a célokat kell teljesíteniük, függetlenül a külföldi hitelminősítő intézet által követendő útvonaltól. Ez egyenlő versenyfeltételeket biztosíthat minden hitelminősítő intézet számára.
8. Az ESMA úgy véli, hogy az Európai Bizottság által elfogadott egyenértékűségi határozat, amely a harmadik ország jogi és felügyeleti keretét a rendelet követelményeivel egyenértékűként ismeri el, bizonyosan elősegíti annak megítélését, hogy a harmadik ország hitelminősítő intézetével szembeni követelmények legalább annyira szigorúak-e, mint a rendelet 6-12. cikkében megállapított követelmények (feltéve, hogy az Európai Bizottság határozatának időpontja óta nem történt lényeges változás a harmadik ország jogi és felügyeleti keretében).
