PRIMERA PARTE - POTENCIAL DE HIDROCARBUROS DE LA CUENCA DEL MORONA
La cuenca del Morona es un territorio rico en recursos hidrocarburíferos. Se estima que existen alrededor de trecientos millones de barriles de petróleo en el subsuelo, que conviven con la vasta vegetación de la zona.
Se conoce que desde la década del 70 ha existido, en la cuenca del Morona, actividad extractiva pero es en los últimos años en que la provincia loretana del Datem del Marañón ha despertado el interés de inversionistas petroleros, muy especialmente en el Lote 64, que en un primer momento fue operado por la empresa OXY, en la etapa de exploración hasta el año pasado por Talisman y actualmente está bajo la administración de PetroPerú.
En el Lote 64 se perforó el pozo más profundo en la historia petrolera del Perú, alcanzando mas de 19 mil pies. Luego del estudio de impacto ambiental se procederá a la fase de explotación, en los próximos años.
Pero no solo es el Lote 64, en esta parte de nuestra amazonía también se localiza la cuarta estación de bombeo del Oleoducto Nor Peruano, denominada Estación Morona, que se ubica en el Asentamiento Rural Fernando Rosas.

La participación ciudadana es muy importante para el buen desarrollo de las actividades extractivas y de aprovechamiento de recursos hidrocarburíferos; porque implica respeto a sus derechos y al ámbito donde ellos conviven. Además porque las normas nacionales así lo disponen.
SEGUNDA PARTE - DESCRIPCIÓN DE LOS MECANISMOS DE PARTICIPACIÓN CIUDADANA PARA HIDROCARBUROS (NORMATIVIDAD)
Según la (norma) … la participación ciudadana está presente en las tres fases de los proyectos de aprovechamiento de hidrocarburos: la fase contractual, la de estudios definitivos que incluye el estudio de impacto ambiental y la de explotación.
Durante la fase contractual, los ciudadanos pueden participar en el proceso de negociación, pero para ello deben contar con toda la información necesaria, que debe ser provista oportunamente.
La segunda fase es muy importante porque luego de varias actividades como las suscripciones de actas y convenios, de talleres de valoración de impactos; finalmente en audiencia pública se aprueba el estudio de impacto ambiental.
Luego en la fase de ejecución o explotación se generan otros mecanismos de participación ciudadana como los Programas de Monitoreo y Vigilancia Ciudadana, una oficina de información, comités de conciliaciones; además se elaboran y presentan los planes de relaciones comunitarias y de participación ciudadana.

TERCERA PARTE - DESCRIPCIÓN DE LOS MECANISMOS DE PARTICIPACIÓN CIUDADANA PARA HIDROCARBUROS (NORMATIVIDAD)
Aunque todos los mecanismos de participación ciudadana son válidos, son los programas de monitoreo ambiental comunitarios los que involucran con mayor éxito a las comunidades y contribuyen a una relación efectiva y armoniosa con las empresas extractivas
Uno de estos programas de monitoreo ambiental comunitario es el que desarrolla ProNaturaleza desde hace siete años en las comunidades Achuar que se ubican en las márgenes del río corrientes, zona donde hace más de 30 años se realizan actividades de explotación petrolera.
El PMAC Corrientes como también se le conoce surgió con la finalidad de contribuir a la recuperación de la calidad ambiental de la zona de influencia donde la empresa Pluspetrol Norte realiza la extracción de petróleo; además para verificar que ésta cumpla con sus compromisos ambientales, como: el plan ambiental complementario y con sus políticas de responsabilidad ambiental y social en el ámbito del Lote 8 del río corrientes.

El PMAC Corrientes está conformado un coordinador indígena, un coordinador general, un coordinador de campo, especialistas ambientales y otros profesionales; pero lo más importante es que dentro de este equipo también están los monitores ambientales quienes son representantes de las distintas comunidades, en este caso de 5 comunidades de la cuenca del río Corrientes.
Los programas de monitoreo como el que se desarrolla en Corrientes permite activar y dinamizar a la población local, además permite que la población comprenda con mayor claridad la información que les provee los monitores en las asambleas comunales. El PMAC se ha convertido en un órgano de consulta de parte las autoridades comunales distritales, regionales y nacionales en materia de monitoreo ambiental.
CUARTA PARTE: OPINIÓN DE LOS PASANTES
Por los importantes logros obtenidos por el PMAC Corrientes, entre ellos el reconocimiento recibido de diferentes entidades del estado y de empresas privadas, fue consideró como uno de los programas a visitar dentro de la pasantía realizada por representantes de las comunidades de la cuenca del Morona, que se realizó en el marco de las actividades de fortalecimiento de capacidades del Programa de Conservación y Desarrollo Sostenible en el Morona.

Translation - English PART ONE - HYDROCARBONS POTENTIAL IN THE MORONA BASIN
The Morona basin is a territory that is rich in hydrocarbons. Three hundred million barrels of oil are approximately estimated to coexist in this huge vegetation area.
It is known that there has been extractive activity in the Morona basin from the decade of the 70s. However, it has been only during the last years that the Maranon Datem Loreto province has awaken the investors’ interest, especially in Lot 64. This lot was initially operated by OXY during the exploration period, then by Talisman and currently it is under the administration of PetroPeru.
It is in Lot 64 that the deepest oil well was drilled in the oil history of Peru reaching more than 19 thousand feet. After the environmental impact study (EIS) the operational phase will proceed during the next years.
Nonetheless, Lot 64 is not the only one located in our amazon, but the fourth pumping station of the north Peruvian pipeline which is located in the Rural Settlement Fernando Rosas as well.

The citizen participation is vital for the proper development of extractive activities and exploitation of hydrocarbon resources as it implies showing respect to their rights and the area where they live. Moreover, it is the way that is regulated by national standards.
PART TWO – DESCRIPTION OF MECHANISMS OF CITIZEN PARTICIPATION IN OIL (REGULATIONS)
According to regulations citizen participation is present in the three phases of the exploitation of the hydrocarbon projects: The contractual, the environmental impact study (EIS), and the operational phase.
Citizens can take part in the contractual phase and in order to do it they need to have all the necessary information that has to be provided appropriately.
The second phase is very important because after many activities such as subscription records and agreements, environmental impact workshops the EIS will be approved in open court.
After the operational or exploitation phase other mechanisms for citizen participation will be generated such as Monitoring and Citizen Oversight Programs, an information office, and conciliation committees. Additionally, community relation and citizen participation plans are developed and presented.

PART THREE - DESCRIPTION OF MECHANISMS OF CITIZEN PARTICIPATION IN OIL (REGULATIONS)
Even though the mechanisms for citizen participation are valid, it is really the community environmental monitory programs which more successfully engage communities and contribute to have an effective and more harmonious relationship with the extractive companies.
One of these community environmental monitoring programs is the one carried out by ProNaturaleza for seven years in the Achuar community which is located on the banks of River Corrientes. The latter is an area where oil exploitation activities have been performed for more than thirty years.
The PMAC Corrientes, as it is known, emerged with the aim of contributing to the recovery of the environmental quality of influence where the company PlusPetrol North makes oil exploitation activities. Additionally, it has to verify that the latter complies with its environmental commitments such as the complementary environmental plan, its policies on environmental and social responsibility in the area of Block 8 of River Corrientes.

The PMAC Corrientes is made up of an indigenous coordinator, a general coordinator, a field coordinator, environmental specialists and other professionals. But more importantly, within this team there is also the environmental monitors who are representatives of different communities. In this case those representing the five communities of the Morona Basin.
The monitoring progams like those that are performed in the Morona Basin enables to activate and energize the local population. Moreover, it allows them to understand more clearly the information provided by the monitors in community meetings. The PMAC has become an advisory body for the district, regional and national communal authorities in environmental monitoring.
PART FOUR – OPINION OF INTERNS
Due to the important achievements got by the PMAC Corrientes, such as the recognition from different state agencies and private companies, it was considered as one of the programs to visit during the intership carried out by the Morona Basin community representatives held as part of the capacity building activities of the Conservation and Sustainable Development in the Morona.
