Source text - English CANADA and ONTARIO agree that, over the next decade, fundamental changes will occur in the Canadian economy and labor markets. These changes, encompassing the introduction of new technologies, demographic shifts, and fewer barriers to international trade, will challenge governments and the private sector to foster a training culture in Canada which will raise the skill level of all workers. The private sector is understood to include large and small employers, organized and unorganized labor and community and other interest groups.
To meet these challenges, CANADA and ONTARIO agree to cooperate with all labor market partners, and with the private sector, in offering labor force development programming which is responsive to the labor market requirement of Ontario residents.
Labor market initiatives undertaken by governments must be consistent with the following principles:
- That a skilled and adaptable labor force is critical to the economic well-being of ONTARIO.
- That all Ontarians should have access to the economic and social opportunities offered in the province.
- That increased participation of groups currently under-represented in the labor force and groups with special needs be required to maintain economic growth.
- That participation between governments and the private sector is an important element of an effective training system.
- That government training initiative should be designed to ensure greater private sector training commitment.
- That training should be responsive to the needs of the individual.
- That effective linkages must exist to support the concept of lifelong learning.
- That the training capability of provincially registered training providers represents a valuable resource.
- That the training efforts of each level of government should reflect their respective areas of responsibility.
- That government labor market initiatives must be sensitive to the social and economic needs of ONTARIO and its regions.
- That a more rational division of labor between governments, and in relation to the private sector is necessary to respond efficiently to the requirement of ONTARIO’s labor markets.
- That particular efforts should be made to ensure that activities of governments reinforce and complement rather than duplicate each other.
