The topographic characteristics of the Tijuana River watershed, shared with the United States, make it difficult to provide services in many areas, and the shared border with San Diego causes additional trans-national challenges. On the other hand, sharing the Tijuana River watershed between the two nations provides an opportunity to find creative, bilateral solutions for water and wastewater projects. For these reasons, CESPT has researched what is required to develop a master plan to guide short-, medium-, and long-term investments. |
