Source text - English By the 1960s, with computers in wide industrial use for many purposes, it became common for them to be used for many different jobs within an organization. Soon, special software to automate the scheduling and execution of these many jobs became available. The combination of managing "hardware" and scheduling jobs became known as the "operating system"; the classic example of this type of early operating system was OS/360 by IBM.
The next major development in operating systems was timesharing - the idea that multiple users could use the machine "simultaneously" by keeping all of their programs in memory, executing each user's program for a short time so as to provide the illusion that each user had their own computer. Such a development required the operating system to provide each user's programs with a "virtual machine" such that one user's program could not interfere with another's (by accident or design). The range of devices that operating systems had to manage also expanded; a notable one was hard disks; the idea of individual "files" and a hierarchical structure of "directories" (now often called folders) greatly simplified the use of these devices for permanent storage. Security access controls, allowing computer users access only to files, directories and programs they had permissions to use, were also common.

Legislating also brings up the question about the chronological effectiveness of a given law. One principle says that a law may not retroact. Rights and responsibilities arise from a legal fact that establishes, changes or terminates a relationship; as concerns effectiveness of a law at a given moment, it should be based on that legal fact. If, on the contrary, the legal fact has occurred in the past, when an older law was effective, then the older law should be applied.

Kaip žinia "blog" yra ne kas kita kaip žodžių "web" ir "log" junginys. Šis trumpinys pasirinktas greičiausiai todėl, kad angliškai "Weblog" ir "The Blog" skamba labai panašiai. Lietuviškai panašaus žaismo ko gero nepavyks išlaikyti, todėl siūlyčiau pamiršti raidę "b", kurti naujadarą stengiantis ir išlaikyti kiek galima tikslesnę vertimo struktūrą:
"web" - voratinklis, pasaulinis tinklas [tinklas];
"log" - registras, įrašų visuma [raštas].

I've been using to this day a compound term: "interneto dienoraščiai" ("internet diaries"). That's precise enough and yet awfully long-winded.
In fact, "blog" is nothing else than a compound made from "web" and "log". The shortened form is favoured most likely because "weblog" and "the blog" sound very similar in English. In Lithuanian it will not be possible to keep a similar play on words, therefore I'd propose to forget about the letter "b" and create a neologism by sticking as much as possible to an exact mechanism of translating:
"web" - voratinklis ("spider web"), pasaulinis tinklas ("global network") [tinklas] (network; the web);
"log" - registras ("registry", "journal"), įrašų visuma ("collection of records") [raštas] (article; writings; works; handwriting).
Hence, I would come up with "tinklaraštis" (webwritings).

Es wird oft - jedoch fälschlich - dem Schriftsteller George Orwell zugeschrieben, der in seiner Novelle "1984" die Begriffe Newspeak ("Neusprech"), Oldspeak ("Altsprech") und Doublethink ("Doppeldenk") schuf - zusammengesetzte Worte mit dem Hauptwort Sprache, die zuvor nicht bekannt waren. In 2000 to 2008, I participated in the researching, creation and approval of technical terms in the Latvian language while acting as a member of the Information Technology Terminology Subcommittee of the Latvian Academy of Sciences. I am accredited as a contributor to the official Latvian Information Technology dictionary (2001).
From 2002 to 2011, I was board member responsible for media releases and external communication with the Telecommunications Association of Latvia.
Since 2005, I network with the Riga Latvian Society's Latvian Language Advancement Group; providing help with lexicological, orthographic and terminological endeavours since 2007; web copywriter and webmaster with some PR functions for the Group since 2009.
