DIMENSIÓN LOCAL DE ALIANZA DE CIVILIZACIONES EN EL SENO DE LA COMISIÓN DE DIPLOMACIA DE CIUDADES DE CIUDADES Y GOBIERNOS LOCALES UNIDOS (CGLU)

Aprobada la creación de este grupo por el Consejo Mundial de CGLU.
I.- ANTECEDENTES
La propuesta de Alianza de Civilizaciones surgió como la constatación de la urgente necesidad de superar la brecha que se estaba abriendo entre el mundo occidental y el mundo árabe y musulmán, en un intento de responder a los principios de ética internacional sobre los que descansa la política exterior de los Estados miembros de Naciones Unidas, el compromiso con la legalidad internacional, el pleno respeto de los derechos humanos sin discriminación alguna por razón de sexo y el apoyo al multilateralismo que representan las Naciones Unidas.
Para delimitar su contenido se constituyó un grupo de trabajo de alto nivel, encargado de la elaboración de un informe y plan de acción para la promoción de una nueva cultura de paz y del diálogo de civilizaciones.
En enero de 2008, se celebró en Madrid el I Foro de la Alianza de Civilizaciones, donde representantes de la comunidad internacional debatieron sobre el diseño y alcance de la iniciativa y donde, siguiendo el planteamiento del Informe elaborado por el GAN reconocieron la importancia de la denominada dimensión local de la iniciativa, cuestión ésta que tuvo reflejo con la firma del Memorando de Entendimiento entre CGLU y la AC que se asienta sobre la base de tres pilares fundamentales: la importancia de las ciudades en la promoción del diálogo entre las culturas; el papel de CGLU como facilitador de la participación e implicación de los gobiernos locales en la Alianza; y, finalmente, el reconocimiento de la diplomacia de las ciudades como un instrumento clave para promover el diálogo entre culturas.
En junio de este mismo año, organizada bajo los auspicios de CGLU, se celebró en La Haya la I Conferencia Internacional de Diplomacia de Ciudades, entre cuyas actividades se programó una mesa de debate de Alcaldes de ciudades del mundo acerca de la vertiente local de la Alianza de las Civilizaciones y de las aportaciones que los Gobiernos Locales pueden hacer en la implantación práctica de la misma. Resultado de esta Conferencia fue la Agenda de la Haya sobre Diplomacia de Ciudades donde, entre otras cuestiones, los signatarios ya se mostraban preocupados por “el aumento del extremismo en nuestras sociedades, de la intolerancia y tensiones entre comunidades de diferentes culturas, etnias, religiones y tradiciones que, con frecuencia, se convierten en fuentes de conflicto”.
Se conceptuaba así la dimensión local de la iniciativa de la ONU como una manifestación más de la ingente acción diplomática que las ciudades vienen desarrollando que debe ser enmarcada en el contexto de una actuación común con el resto de poderes y niveles de gobierno, sobre la base de cuatro ámbitos de actuación prioritarios reconocidos por la iniciativa: juventud, educación, migración y medios de comunicación temas, todos ellos, íntimamente ligados al día a día de los Gobiernos Locales.
A nuestro juicio esos ámbitos de actuación justifican por sí mismos la intervención de los Gobiernos Locales y el reconocimiento de la iniciativa a CGLU como canalizador de las actuaciones locales hacia la iniciativa; además, la experiencia del día a día de los Gobiernos Locales en la gestión de la diversidad cultural, étnica y religiosa en sus ciudades les hace protagonistas principales de la iniciativa. Atendiendo a todas estas circunstancias, la Federación Española de Municipios y Provincias (FEMP) plantea la constitución de un grupo de trabajo sobre Alianza de Civilizaciones en el seno de su Comité de Diplomacia de ciudades, ahondando en el porqué en el siguiente apartado.
II. FUNDAMENTACIÓN
El municipio a lo largo de su historia se ha caracterizado por su aspiración a ordenar y promover la convivencia humana. Vivir en paz y en libertad es la síntesis del bienestar de los ciudadanos y el fin al que se debe encaminar toda actividad política municipal, creando un espacio humano y habitable. Por tanto, es el municipio como espacio donde se da la más amplia representación de la vida humana con un sentido de convivencia y de vecindad que no se define, sólo por sus localismos, sino también por su sentido de apertura y de universalidad.
Hoy nuestras ciudades presentan una realidad diversa: diversa en colores, diversa en etnias, diversa en religiones… La globalización, que se ha manifestado con una evidente intensidad en nuestras ciudades y pueblos, ha configurado una sociedad abierta, mestiza y multicultural con inquietudes y anhelos diversos y distintos a los que tenía hace unos años. En definitiva, esa globalización ha configurado nuevas necesidades en el tejido social a la que los Gobiernos Locales han tenido que hacer frente mediante el desarrollo de nuevas políticas y la innovación de los servicios públicos.
Los procesos migratorios vividos a lo largo de estas últimas décadas, han supuesto un crisol de culturas, que nos conducen al conocimiento y enriquecimiento mutuo, al respeto y a la tolerancia, a saber que las ciudades son entornos de convivencia donde las políticas sociales cobran una dimensión especial. Pero además, esta nueva realidad configura un reforzamiento de la identidad social urbana: el sentimiento de pertenencia a una ciudad se refuerza por encima de otros sentimientos de pertenencia a determinadas comunidades.
Por tanto, la razón fundamental para que los Gobiernos Locales intervengan en una iniciativa como la de Alianza de Civilizaciones es de índole práctico, ya que no se puede prescindir del caudal de conocimiento contenido en el quehacer diario de los Gobiernos Locales acerca de la gestión de la multiculturalidad. Además, como ya hemos resaltado, los ámbitos de actuación de la iniciativa (juventud, educación, migración y medios de comunicación) son inherentes a la actividad desplegada por los Gobiernos locales y donde éstos ejecutan innumerables políticas e implementan servicios de naturaleza diversa.
La segunda razón que justifica la presencia de los Gobiernos Locales en el desarrollo de la iniciativa tiene carácter conceptual: el municipio es una parte fundamental de los Estados y los temas que ocupan al Estado son asuntos que también interesan al municipio. O dicho de otro modo: los Gobiernos Locales también somos Estado. La implementación de políticas públicas ya no es cuestión de un único nivel de gobierno, sino que discurre por escenarios multinivel que requieren de la participación de las diferentes instancias gubernamentales para la consecución de buenos resultados.
Y, por último, una cuestión de índole orgánico: si el propio informe del GAN de Alianza de Civilizaciones establece que la dimensión local de la iniciativa debe ser canalizada a través de CGLU parece lógico que en el seno de esta institución se constituya un grupo que trabaje en ello y que, en definitiva, genere las actuaciones oportunas en orden a dar cumplimiento a los compromisos asumidos por CGLU con la firma del Memorando de Entendimiento entre CGLU y la AC.
Teniendo como referencia estas tres cuestiones, y habida cuenta de la existencia de un Comité de Diplomacia de Ciudades de CGLU, parece ser éste el foro adecuado dentro de la organización donde constituir el grupo de trabajo, toda vez que entendemos que la contribución local a esta iniciativa de la ONU es una manifestación más de la diplomacia de ciudades. Además, este planteamiento concuerda con el contenido de la Agenda de la Haya, documento impulsado por este Comité, que requiere la participación e implicación de los Gobiernos locales y las Asociaciones que los representan en el esfuerzo común de lograr la paz, la justicia y la seguridad humana.
III.- OBJETIVOS
III.1. GENERALES:
Promocionar e impulsar la implicación de los gobiernos Locales en la iniciativa de Alianza de Civilizaciones y facilitar el cumplimiento de los compromisos contenidos en el Memorando de Entendimiento entre CGLU y la AC.
Articular mecanismos que permitan promover los valores que inspiran la Alianza de la Civilizaciones en la definición y el desarrollo, por parte de los gobiernos locales, de sus políticas públicas.
III.2. ESPECÍFICOS:
Elaborar y desarrollar el programa de trabajo de CGLU con la Alianza de Civilizaciones.
Consolidar los mecanismos efectivos para que CGLU sea reconocido como un actor con capacidad de incidir políticamente en el desarrollo, por parte de las Naciones Unidas, de la iniciativa de la Alianza de las Civilizaciones.
Generar un espacio de reflexión política de Gobiernos Locales que sirva para canalizar las actuaciones que éstos realizan diariamente en sus ciudades en relación a la gestión de la diversidad cultural y a los ámbitos de actuación definidos por la iniciativa (juventud, educación, migración y medios de comunicación).
Promover prácticas innovadoras en el ámbito de la Alianza de las Civilizaciones que puedan generar un efecto multiplicador entre los gobiernos locales.
Impulsar, en estrecha colaboración con la Comisión de Cooperación Descentralizada de CGLU, la orientación de los proyectos de cooperación realizados por los Gobiernos Locales hacia temáticas relacionadas con la Alianza.
Contribuir a la consolidación, visibilidad y efectividad de la Alianza de Civilizaciones en el ámbito local.
IV. ACTIVIDADES
1.- Configurar la participación de los Gobiernos Locales en el diseño y organización del II Foro de Alianza de Civilizaciones previsto para 2009 en la ciudad de Estambul.
2.- Preparar un encuentro de Alcaldes comprometidos con la AC coincidiendo con el II Foro de Estambul.
3.-Impulsar la participación de los gobiernos locales, a través de sus asociaciones nacionales de referencia, en la definición y estrategias de desarrollo de los Planes Nacionales de la AC.
4.- Organizar seminarios en los cuatro ámbitos de trabajo de la Alianza de las Civilizaciones, educación, juventud, migraciones y medios de comunicación, para profundizar en su dimensión local y en el impacto que la iniciativa puede tener en el desarrollo de las políticas públicas locales
5.- Elaborar material didáctico para distribuirlo en las escuelas con el objetivo de promover un mejor conocimiento por parte de los niños de la Alianza de Civilizaciones.
6.- Promover una campaña de comunicación a través de los medios de comunicación locales para acercar la iniciativa de la Alianza de las Civilizaciones a la ciudadanía, haciendo especial hincapié en el conocimiento mutuo entre los pueblos y en el valor de las sociedades interculturales.
7.- Construir una base de datos de buenas prácticas locales en el ámbito de la Alianza de las Civilizaciones accesible on-line desde la página web de CGLU.
8.- Creación de una Red Internacional de Ciudades por la diversidad cultural y la convivencia, así como de una agenda local por la diversidad cultural y la convivencia que pueda ser trasladada a los Foros sobre Alianza de las Civilizaciones organizados por los Estados y Nacionales Unidas. En este sentido, se tendrá en cuenta las redes de ciudades y gobiernos locales relacionadas con cuestiones de paz que ya se encuentran operativas, procurando su incorporación en las medida que sea compatible con el espíritu de la iniciativa de Alianza de Civilizaciones.
8.- Aquellos otros que determine el grupo en desarrollo de su actividad.

PROPOSAL OF THE SPANISH FEDERATION OF MUNICIPALITIES AND PROVINCES FOR THE CREATION OF A WORK GROUP ON THE LOCAL DIMENSION OF THE ALLIANCE OF CIVILISATIONS WITHIN THE FRAMEWORK OF THE COMMITTEE ON CITY DIPLOMACY OF THE UNITED CITIES AND LOCAL GOVERNMENTS (UCLG)

The creation of this group is approved by the UCLG World Council.
I.- BACKGROUND
The proposal of the Alliance of Civilisations emerged as a response to the urgent need to overcome the gap that is widening between the western world and the Arab and Muslim world. It attempts to respond to the principles of international ethics on which the foreign policy of the Member States of the United Nations is based, and to the commitment to international legality, the full respect of human rights free of sex discrimination and the support of multilateralism which the United Nations represents.
In order to determine the content, a high level workgroup was constituted, responsible for creating a report and action plan to promote a new peace culture and a dialogue among civilisations.
In January 2008, the 1st Alliance of Civilisations Forum held in Madrid, brought together representatives from the international community to debate about the design and scope of the initiative and where, in accordance with the recommendations of the HLG report, they recognised the importance of the local dimension of the initiative, a matter which was reflected in the signing of the Memorandum of Understanding between the UCLG and the AC which is supported by three fundamental pillars: the importance of cities in the promotion of dialogue among cultures, the role of the UCLG as a facilitator for the participation and involvement of local governments in the Alliance; and finally, the recognition of the diplomacy of cities as a key instrument for promoting dialogue between cultures.
In June of the same year, organised under the sponsorship of the UCLG, the 1st International Conference on City Diplomacy was held in The Hague, which included in its activities a debate between city mayors from around the world on the local dimension of the Alliance of Civilisations and the contributions that Local Governments can make in its practical implementation. The result of this Conference was the Hague Agenda on City Diplomacy in which, among other issues, the signatories expressed their concern about “the rise of extremism in our societies, of intolerance and tensions
between and among communities of different cultures, ethnicities, religion and traditions, which often become a source of conflict”.
The local dimension of the UN initiative was conceived as another demonstration of the enormous diplomatic action that cities have been developing and which should be contained within the context of a common action with other authorities and levels of government, sustained by four priority areas of action recognised by the initiative: youth, education, migration and the media, issues which are all intimately linked with the day-to-day reality of Local Governments.
It is our opinion that these areas of action justify by themselves the intervention of Local Governments and the recognition of the UCLG as the body to direct the local actions towards the initiative: furthermore, the experience of the day-to-day running of Local Governments in the management of culture, ethnic and religious diversity in their cities makes them key players in the initiative. In view of all of these circumstances, the Spanish Federation of Municipalities and Provinces (FEMP) proposes the constitution of a work group on the Alliance of Civilisations within the framework of its Committee of City Diplomacy, the reasons for which are explored in the following section.
II. FOUNDATIONS
Throughout its history, the municipality has been characterised by its vocation to organise and promote human cohabitation. Living in peace and freedom is the synthesis of wellbeing for citizens and the goal that every municipal activity should aim for, creating a human and habitable space. Therefore, it is the municipality as a space which provides the widest representation of human life with a sense of cohabitation and local community, which is not defined solely by its localisms but also by its sense of openness and universality.
Today, our cities present a diverse reality: diverse in colours, diverse in ethnic groups, diverse in religions…Globalisation, which has emerged with evident intensity in our cities and towns, has configured an open, racially-mixed and multicultural society with diverse concerns and desires which are different to those that it had a few years ago. In short, this globalization has configured new needs in social structures to which the Local Governments have had to respond through the development of new policies and the innovation of public services.
The migratory processes carried out throughout the last few decades have culminated in a crucible of cultures, giving rise to knowledge and mutual enrichment, to respect and tolerance, to knowing that cities are environments of cohabitating where social policies take on a special dimension. But also, this new reality configures a reinforcement of the urban social identity: the feeling of belonging to a city is reinforced to a greater extent than other feelings of belonging to certain communities.
Therefore, the fundamental reason for Local Governments to intervene in an initiative such as the Alliance of Civilisations is a practical one, as the flow of knowledge present in the everyday operations of Local Governments regarding the management of multiculturalism cannot be disregarded. Furthermore, as we have already seen, the action areas of the initiative (youth, education, migration and the media) are inherent in the activity carried out by Local Governments, which execute countless policies and implement different types of services for these areas.
The second reason which justifies the presence of Local Governments in the development of the initiative has a conceptual nature: the municipality is a fundamental part of State and the issues that the State is concerned with also concern the municipality. Or in other words: Local Governments are also the State. The implementation of public policies is no longer a question of just one level of government, but which occurs on different levels, requiring the participation of different governmental bodies to achieve good results.
And lastly, an issue of an organic nature; if the Alliance of Civilisations HLG report establishes that the local dimension of the initiative should be directed through the UCLG, it seems logical that a work group should be formed in the heart of this institution to work within it and carry out the appropriate actions in order to fulfil the commitments assumed by the UCLG with the signing of the Memorandum of Understanding between the UCLG and the AC.
Taking these three questions as a reference, and bearing in mind the existence of a Committee on City Diplomacy within the UCLG, it appears that this is the appropriate forum within the organisation for forming the work group, given that we understand that the local contribution to this UN initiative is another demonstration of city diplomacy. Furthermore, this proposal coincides with the content of the Hague Agenda, a document generated by this Committee, which requires the participation and implication of Local Governments and the Associations that represent them in the common effort to achieve peace, justice and human security.
III.- OBJECTIVES
III.1. GENERAL OBJECTIVES:
To promote and encourage the involvement of Local Governments in the Alliance of Civilisations Initiative and to facilitate the fulfilment of the commitments contained in the Memorandum of Understanding between the UCLG and the AC.
To articulate mechanisms that will enable the promotion of the values that inspire the Alliance of Civilisations, in defining and developing, through Local Governments, its public policies.
III.2. SPECIFIC OBJECTIVES:
To elaborate and develop the work programme of the UCLG with the Alliance of Civilisations.
To consolidate effective mechanisms so that the UCLG may be recognised as an actor with a capacity to influence politically in the development of the Alliance of Civilisations Initiative carried out by the United Nations.
To generate a space of political reflection for Local Governments which serves to channel the actions that they carry out on a daily basis in their cities in relation to the management of cultural diversity and the action areas defined in the initiative (youth, education, migration and the media).
To promote innovative practices in the area of the Alliance of Civilisations, which may generate a multiplying effect among local governments.
To promote the orientation of the cooperation projects carried out by Local Governments towards issues related to the Alliance, in close collaboration with the Commission for Decentralised Cooperation of the UCLG.
To contribute to the consolidation, visibility and effectiveness of the Alliance of Civilisations on a local scale.
IV. ACTIVITIES
1.- To configure the participation of Local Governments in the design and organisation of the 2nd Forum of the Alliance of Civilisations programmed for 2009 in the city of Istanbul.
2.- To prepare a meeting of Mayors who are committed to the AC coinciding with the 2nd Forum in Istanbul.
3.-To promote the participation of local governments, through their national associations of reference, in the definition and development strategies of the National Plans of the AC.
4.- To organise seminars in the four work areas of the Alliance of Civilisations, education, youth, migration and the media, in order to study in depth their local dimension and the impact that the initiative may have in the development of local public policies.
5.- To create didactic material to distribute in schools with the objective of raising awareness of the Alliance of Civilisations among children.
6.- To promote a communication campaign through the local media to bring the initiative of the Alliance of Civilisations closer to citizens, placing particular emphasis on the mutual knowledge between cultures and on the value of intercultural societies.
7.- To build a database of good local practices in the area of the Alliance of Civilisations which may be accessed online from the UCLG website.
8.- The creation of an International Network of Cities for cultural diversity and cohabitation, and a local agenda for cultural diversity and cohabitation which may be transferred to the Forums on the Alliance of Civilisations organised by the states and the United Nations. In this way, the city networks and local governments related to peace issues which are already operating will be taken into account, incorporating them in a way which is compatible with the spirit of the Alliance of Civilisations Initiative.
