Source text - English Finnair will order five new Airbus A321ER aircrafts. This type of aircraft is a further development of the type of aircraft already used by the company that forms the backbone of the European fleet.
The aircraft's range is over 5,000 kilometers, which allows, for example, direct flights from Finland to the Canary Islands. Finnair is the first to order this developed version of A321. The first delivery is scheduled in 2013. In the next few years, the new aircraft will replace four Boeing 757 aircraft used on leisure flights.
Finnair's fleet is one of the most modern in the world. The new type of aircraft is more fuel efficient than before and it produces less emissions. At the same time, the acquisition will standardise the Finnair fleet, allowing long-haul, European and leisure traffic aircraft to be flown by the same crews.
The new aircraft will deliver improved synergy between Finnair's scheduled and leisure flight operations. Finnair's goal in the next few years is to increase its market share of the growing leisure flight market.
The reorganisation of flight production last year and the new aircraft give Finnair an opportunity to offer competitive leisure travel products to both Finnair Group's tour operator Aurinkomatkat-Suntours and other tour operators.

В этом году на российском телекоммуникационном рынке произошла маленькая революция: четыре злейших конкурента — МТС , «Вымпелком» , «Мегафон» и государственный «Ростелеком» — объединились в консорциум, чтобы изыскать частоты для строительства в России мобильных сетей нового, четвертого поколения (4G) в самом современном стандарте LTE. Высший орган управления этого объединения — совет возглавил Олег Малис, последние шесть лет работавший старшим вице-президентом компании Altimo, которая управляет телеком-активами «Альфа-групп» — 24,9% Vimpelcom Ltd. и 25,1% «Мегафона». По мнению Малиса, связь 4G может заработать в России уже в следующем году, правда, частот едва ли хватит больше чем на четыре компании.
— Решение Госкомиссии по радиочастотам (ГКРЧ) о создании операторского консорциума LTE было принято еще в декабре 2010 г., но формально он был сформирован только в мае 2011 г. Удалось ли выработать предложения по использованию частот?
— Может быть, формально он и был создан только в мае, но фактически встречи четырех участников, описанных в решении ГКРЧ («Ростелеком», «Вымпелком», МТС и «Мегафон». — «Ведомости»), начали происходить сразу после Нового года, поэтому de facto работа велась. Согласно решению ГКРЧ мы должны были до 1 июля [2011 г.] предоставить результаты работы в комиссию. Мы их предоставили — как по нижнему диапазону (700-800 МГц), так и по верхнему (2,5-2,7 ГГц).
— И каковы эти результаты?
— В нижнем диапазоне расчистка частот займет минимум полтора года. Если эффективно расчищать эти частоты, то максимальное количество операторов будет равно, наверное, четырем. Большее количество частот просто невозможно высвободить. А если нарезать эти частоты на большее число операторов, то бизнес-кейс [всех получателей спектра] оказывается под вопросом.
— А какая должна быть ширина полосы?
— Хоть какой-то смысл инвестирования, с моей точки зрения, начинается при наличии [полос шириной] 15 МГц на прием [сигнала] и 15 МГц на передачу. Но до конца с точностью сейчас никто не может сказать, сколько частот может быть высвобождено под LTE.
— 30 МГц умножить на четырех операторов — получается 120 МГц. Но ведь запас частот в «цифровом дивиденде» (790-862 МГц) более узкий?
— Да, поэтому есть еще верхний диапазон. Плюс к этому мы рассматриваем [с точки зрения возможного использования для LTE] не только «европейский» (790-862 МГц), но и «американский» диапазон (710-790 МГц). И есть еще [диапазон] 2,5-2,7 ГГц, который дополняет их. Частоты в диапазоне 700 МГц хороши, когда цель — построить сеть с широким покрытием, но не когда ты создаешь емкость (сеть, способную обслуживать много абонентов сразу и передавать большие объемы информации. — «Ведомости»), что является ключевым в LTE. Потому что ключевые достоинства LTE — это не [столько способность дать высокую] конечную скорость потребителю, сколько емкость сети. Конечному потребителю высокую скорость может обеспечить и последняя эволюция технологии 3G — и для смартфонов, и для устройств типа iPad. По большому счету тебе не сильно нужен канал пропускной способностью более 2-3 Мбит/с, чтобы на портативном устройстве просматривать видеоконтент. Но когда каждая базовая станция обслуживает множество клиентов, которые смотрят видео [как это происходит в случае с LTE], то тут речь уже не [только] о том, чтобы предоставить скорость [конкретному клиенту], но и о том, чтобы обеспечить [достаточную] емкость для всех этих абонентов. Так вот на «семисотых» частотах хорошо создавать покрытие там, где нет большого количества абонентов, но когда речь идет о больших городах, то становятся гораздо более важными частоты 2,5-2,7 ГГц.
— И какова ситуация с этими частотами?
— Значимую часть полосы в диапазоне 2,5-2,7 ГГц занимает «Скартел». Оставшиеся частоты делятся тоже максимум на четыре лота — по 15 МГц на прием и 15 МГц на передачу.
— Но на четверых все-таки набирается?
— [В диапазоне 2,5-2,7 ГГц] существует телевизионная технология MMDS. Причем во многих случаях она устаревшая, это так называемый аналоговый MMDS, который требует очень широкой частотной полосы и использует частоты неэффективно — на 200 МГц передает всего 24 телеканала.
Кроме того, в России MMDS, бесспорно, не доминирующая технология, хотя компаний, владеющих лицензиями MMDS, больше 30. Существуют решения ГКРЧ, которые определяют, что в России аналоговый MMDS может существовать до 2016 г., а цифровой — до 2018 г. То есть судьба [MMDS] в этом диапазоне в любом случае предрешена.
Тем не менее вопрос о том, что делать с MMDS, — это одна из больших проблем, надо предлагать решения и для тех, кто пользуется MMDS, и для вещателей. Невозможно просто закрыть диапазон для [этой] технологии, не дав никакой альтернативы. В принципе, во всем мире телевизионные технологии потихоньку «переезжают» из 2,5-2,7 ГГц вниз, в [стандарт] DVB-T и в стандартизованные для него диапазоны. Но это уже будет следующий этап работы [консорциума]. Масштабное строительство [сетей] LTE — все равно вопрос не завтрашнего дня. Есть еще время определить, кто будет работать в стандарте LTE, и те компании, которые получат частоты, будут обязаны договариваться об освобождении частотного диапазона с вещателями MMDS.
— А военных в этом диапазоне нет?
— Какие-то полосы [диапазона 2,5-2,7 ГГц] имеют военное назначение. Это тоже вопрос миграции [военных средств связи] в другие частотные диапазоны, но я думаю, что военные в какой-то момент скооперируются. Ведь Россия — часть международного телекоммуникационного сообщества, и мы должны развиваться [синхронно] со всем миром. Если во всем мире 700-900 МГц и 2,5-2,7 ГГц — это диапазоны для мобильной передачи данных, наверное, в России тоже имеет смысл переводить эти частоты в гражданское использование.
— А от военных есть какой-то отклик?
— Существуют разные компромиссные варианты, как военным мигрировать из этих частот в другие. Вопрос — будут ли они «кооперабельны». Я уверен, что будут, потому что в национальных интересах нашей страны иметь развитую инфраструктуру связи.
— Вот «Ростелеком» больше года назад выиграл на конкурсах частоты 2,3-2,4 ГГц для мобильной передачи данных, а получить их до сих пор не может — военные не отдают. Эта история показывает, что операторам, выигрывающим частоты, необходимы гарантии их использования. Министр связи Игорь Щеголев обещал, что консорциум как раз и разработает механизм таких гарантий…
— Это длинный разговор, поскольку речь идет о «перетряске» всего частотного хозяйства нашей необъятной Родины. Бесспорно, работы будут проводиться. Я не уверен, что это будут именно гарантии, но механизм высвобождения [частот] будет разработан. Какой-то компромисс будет найден. Нашли же решение проблемы 3G (мобильная связь третьего поколения. — «Ведомости») в Москве, 3G в Москве работает. А в 2,5-2,7 ГГц меньше ограничений, там процесс может пойти гораздо быстрее.
— Представители Минобороны в деятельности консорциума не участвуют?
— Нет, задачей консорциума было провести ревизию, понять, какое количество [частотных] лотов возможно организовать, изучить технологию [LTE], «дорожную карту» ее развития — потому что у LTE уже есть как минимум две известные разновидности, LTE и LTE-Advanced. Исходя из этого, [надо] понять экономику этого стандарта, чтобы сделать рефарминг частотного диапазона (использование частот, выделенных под определенные технологии, для развития других. — «Ведомости») и конверсию так, чтобы это имело экономический смысл. Мы не хотим идти по опыту европейских аукционов на 3G, когда [из-за завышенных цен на лицензии] развитие рынка было отброшено на несколько лет назад. Потому что экономически рынок обескровили, и, вместо того чтобы уже к 2003-2004 гг. стать доминирующей, технология 3G только сейчас «шагает по планете».
— А стоимость конверсии частот для LTE вы изучали? Звучала только одна оценка — 60 млрд руб., и то она касалась лишь расчистки частот 790-862 МГц…
— Не совсем понятно, откуда бралась эта оценка. Мы все время пытались найти, разобраться в расчетах — почему это 60 млрд руб., а не 20 млрд руб., не 100 млрд руб. Однозначного ответа у меня на этот вопрос нет, поэтому сейчас я не хочу озвучивать никакие цифры. Диапазон слишком широк.
— Расчисткой частот будет заниматься сам консорциум?
— Есть несколько вариантов, но мы считаем самым целесообразным обязать тех [операторов], кто выиграет лоты на конкурсах и получит частоты, сформировать некий [новый] консорциум, чтобы он занимался расчисткой. При этом мы бы не хотели, чтобы в результате два лота частот LTE из четырех были освобождены быстро, а два «уехали» в 2020 г. Очень важно, чтобы история с расчисткой не создала неоправданных конкурентных преимуществ никому из выигравших [конкурсы]. Поэтому мы сейчас разрабатываем механизм, позволяющий высвобождать частоты равномерно и равномерно вводить их в коммерческую эксплуатацию.
— А почему бы самому консорциуму не расчистить частоты, а уже потом выставить их на конкурс?
— Потому что практически невозможно заставить кого-либо потратить деньги без гарантий [их возврата]. Вот участники консорциума скинутся и потратят, допустим, 30 млрд руб. Нет никакой гарантии, что потом эти же компании выиграют на конкурсах частоты. Ведь участие в консорциуме не дает таких гарантий.
— То есть не факт, что именно четыре участника Союза LTE выиграют частоты и сформируют новый консорциум для их высвобождения?
— Ну есть же установленные законом процедуры — конкурсы, конкурсная комиссия, которая оценивает компании, заявки.
— Однако условия этих конкурсов ГКРЧ будете предлагать вы…
— Будем, потому что требования к расчистке частот, к тому, чтобы ни у кого не возникало конкурентного преимущества, — это тоже часть конкурсных условий. И мы хотим рекомендовать именно такие конкурсные условия.
— А какими вам видятся эти условия? Что должно быть определяющим при выборе победителей?
— Бесспорно, что в результате [распределения частот для LTE] конкуренция на рынке как минимум не должна снизиться. Скорость строительства сетей должна быть максимальной, качество этих сетей и покрытие — также максимальными. При этом желательно без стрессов для рынка.
— Значит ли это, что у операторов, которые развивают сети 3G (это как раз участники консорциума — МТС, «Вымпелком», «Мегафон» и «Ростелеком». — «Ведомости»), больше шансов?
— Я вообще считаю, что невозможно относиться к LTE как к отдельно стоящей технологии. Она является эволюцией 3G, так же как 3G были эволюцией GSM. И такая «обратная» совместимость — сетевая, инфраструктурная, совместимость абонентского оборудования — значительно снижает капиталоемкость [проекта по созданию сети LTE]. А это значит, что цены для конечных потребителей будут более разумными. Поэтому мое личное мнение, что компании, имеющие значительный опыт и развивающие GSM- и 3G-сети, вполне логично должны развиваться дальше с технологией LTE.
Плюс у этих компаний уже по 30-40 млн активных пользователей. Представьте, что завтра им отрежут возможность мигрировать в технологии будущих поколений, — это справедливо? Для этих пользователей, которые привыкли к своему номеру, к своему оператору?

This year the Russian telecommunications market witnessed a minor revolution: four fierce competitors − MTS, Vimpelcom, Megafon and state-owned Rostelecom − formed a consortium with the aim of seeking frequencies to build mobile networks for the new, fourth generation (4G) under the most state-of-the-art standard − LTE. The council of this alliance, which is its supreme body, is headed by Oleg Malis, who over the past 6 years has been Senior Vice President of Altimo, which manages telecom assets of Alfa Group, 24.9% of Vimpelcom Ltd. and 25.1% of Megafon. According to Mr. Malis, 4G networks could be launched in Russia as early as next year, but he doubts that there will be enough frequencies for more than 4 operators.
- The decision of the State Commission on Radio Frequencies (SCRF) on the creation of the LTE consortium of operators was taken in December 2010, but officially it was only created in May 2011. Have you already developed suggestions on the use of frequencies?
- Yes, officially it was only formed in May, but meetings of the four participants, selected by the SCRF (Rostelecom, Vimpelcom, MTS and Megafon − Vedomosti) have been taking place since the New Year, that is why de facto we started working before May. According to the SCRF decision, we had to submit the results of our work to the commission before 1 July [2011]. And we did submit the results for both lower (700-800 MHz) and upper range (2.5-2.7 GHz)
- And what are the results?
- For the lower range the clearance of frequencies will take at least one and a half years. If the clearance is effective, it is likely that a maximum four operators will be able to use them. It is just impossible to free more frequencies. And if these frequencies are divided between more operators, then the business case [of all recipients of the spectrum] will be up in the air.
- And what should be the band width?
- From my point of view, investments may be reasonable if there is at least 15 MHz for receiving and 15 MHz for transferring the signal. Right now no one can predict with absolute accuracy what will be the size of spectrum cleared for LTE.
- 30 MHz multiplied by the four operators equals 120 MHz. But the available spectrum for the "digital dividend" (790-862 MHz) is narrower, isn't it?
- It is, but there is also the upper range. Besides, we consider [for potential use for LTE] not only "European" (790-862 MHz), but also the "American" range (710-790 MHz). In addition there is a complementary range of 2.5-2.7 GHz. Frequencies in the 700 MHz range are useful when you are aiming to build a network with extensive coverage, but not when creating capacity (network which can service many subscribers at the same time and transfer large volumes of information − Vedomosti), and this is the key objective of LTE. Therefore the key advantage of LTE is not the possibility to ensure the maximum speed for the customer, but the capacity of the network. The latest evolution of the 3G technology can ensure high speeds for the end customer, for both smartphones and devices like the iPad. Generally speaking, one does not need the bandwidth of more than 2-3 Mb/sec for viewing video content on a portable device. But when every base station is servicing many clients who are watching video [as it is in the case of LTE], we are not only talking about ensuring a good speed [for a client], but also about ensuring sufficient capacity for all clients. Frequencies in the range of 700 MHz are suitable for creating coverage in regions with few subscribers, but when it comes to large cities, frequencies in the range of 2.5-2.7 GHz become much more important.
- And what is the situation with this range?
- Significant share of the band in the 2.5-2.7 GHz range belongs to Skartel. The remaining frequencies are divided maximum into four lots of 15 MHz for receiving and 15 MHz for transferring each.
- But are there enough frequencies left for four operators?
- In the range 2.5-2.7 GHz the TV technology MMDS is present. This is so called analogue MMDS, which is obsolete in many cases. It requires a very wide bandwidth and uses the range inefficiently, broadcasting only 24 channels for 200 MHz.
Besides, beyond doubt MMDS is not a dominant technology in Russia, even though more than 30 companies own MMDS licenses. According to a decision of the SCRF, analogue MMDS will exist in Russia till 2016 and digital MMDS − till 2018. This means that in any case the fate of MMDS in this range is predetermined.
But the future of MMDS is one of the big problems and we should offer solutions both for those who use MMDS and broadcasters. It is not possible to simply close the range for this technology without providing an alternative. In principle, globally, TV technologies are gradually "shifting down" from the 2.5-2.7 range to the DVB-T standard and ranges that are standardized for it. But this is the next stage of the work for the consortium. Large-scale development of LTE networks is anyway not the issue to be solved tomorrow. We still have time to define who will be operating in the LTE standard, and those companies that get frequencies will be obliged to negotiate with MMDS broadcasters on freeing up the range.
- Do the military have some frequencies in this range?
- Some bands [of 2.5-2.7 GHz] range are of military importance. Military transmission facilities also have to migrate to other frequency ranges, but I think that military organizations will start cooperation at some point, as Russia belongs to the global telecom community and we have to be developing in sync with the rest of the world. If in all countries of the world 700-900 MHz and 2.5-2.7 GHz are the ranges for mobile networks, probably it makes sense to start using them for civil purposes in Russia too.
- Did you get any response from the military?
- There are different compromise options to help the military migrate to other frequencies. The question is if they will be willing to cooperate. I am sure that they will be, as it is in the national interests of our country to have a developed communications infrastructure.
- More than a year ago Rostelecom won the tender for 2.3-2.4 GHz frequencies for transferring mobile data, but still cannot get them as the military are not freeing them up. This case shows that those operators who obtain frequencies need to have guarantees for using them. The minister of Communications Igor Schegolev promised that the consortium will develop a mechanism for such guarantees...
- This is a long story, as here we are talking about the "shake-up" of the whole frequency system of our immense country. Of course something will be done. I am not sure that any guarantees will be promised, but the mechanism for freeing up the frequencies will be developed. We will find some compromise. The solution for the 3G (mobile communications of the third generation − Vedomosti) problem was found, 3G is working in Moscow. 2.5-2.7 GHz range has fewer restrictions and here the process can be much faster.
- Do representatives of the Ministry of Defense participate in the work of the consortium?
- No. The goal of the consortium was to carry out the revision, understand, how many [frequency] lots could be created, study the [LTE] technology and the road map for its development, as there are already at least two variations of LTE − LTE and LTE-Advanced. On the basis of this we have to understand the economics of this standard for “refarming” the frequency range (use of frequencies allocated for specific technologies, for development of other technologies − Vedomosti) and conversion which will be economically reasonable. We don't want to follow the example of European 3G auctions when [due to overpriced license prices] the development of the market was pushed back by several years. The reason is that the market was "deprived" of cash and instead of dominating by 2003-2004, the 3G technology has only now become widespread.
- Have you calculated the cost of conversion of frequencies for LTE? We’ve heard only one estimation − RUR 60bn, and it referred only to clearance of 790-862 MHz frequencies...
- It is not quite clear how this estimation was made. We were trying to understand the calculations − why RUR 60bn, and not 20bn or 100bn. I don't have a clear answer to this, and that is why I don't want to mention any figures now. The range is too wide.
- Will the consortium itself be freeing up the spectrum?
- There are several options, but we think that the most reasonable would be to oblige operators who win lots via tenders and obtain frequencies to form a new consortium which will be doing the clearance. At the same time we would not want to see the situation where two frequency lots out of four are cleared quickly and clearance of the other two is postponed till 2020. It is very important to make sure that the situation with the clearance does not create unjustified competitive advantages for some of the [tender] winners. That is why we are currently developing the mechanism for the gradual freeing up of frequencies and their gradual commercial launch.
- Why can't the consortium itself free up the spectrum and then put it up for auction?
- Because it is virtually impossible to make someone spend money without the guarantee [of the return]. The members of the consortium could all pitch in and spend, for example, RUR 30bn. But there is absolutely no guarantee that they will win tenders for frequencies, because the participation in the consortium does not provide any guarantees.
- So it hasn’t been decided yet, that the four current members of the LTE alliance will win frequencies and form a new consortium for their clearance?

- It will be, because one of the requirements for the frequency clearance is to make sure that no one gets a competitive advantage − and this is also one of the tender conditions. And we would like to recommend conditions for the tender that reflect this.
- How do you see these conditions? Which will be the defining aspects in choosing the winners?
- Beyond doubt as a result [of distributing LTE frequencies] competition in the market should be at least maintained. The speed of building networks should be maximized, as well as their quality and overage. At the same time we aim to do this without destabilizing the market.
- Does this mean that operators which are developing 3G networks (participants of the consortium − MTS, Vimpelcom, Megafon and Rostelecom − Vedomosti) have more chances?
- I think that we cannot treat LTE as a separate technology. It is an evolution of 3G, in the same sense as 3G was an evolution of GSM. And this "backward" compatibility − of networks, infrastructure, user equipment − significantly reduces capital intensity [of the project for creating the LTE network]. And this means that prices for end users will be more reasonable. Therefore I think that it is logical that companies that have extensive experience and are now developing GSM and 3G networks will be proceeding with the LTE technology.
Besides these companies already have 30-40m active subscribers. Can you imagine if they didn’t have the opportunity to switch to technologies of future generations − is it fair? For those subscribers who are used to their number and their operator?
